323 <br /> Report re improvement of traffic <br /> conditions in the vicinity of Fames Avenue <br /> City Manager Fales referred to his report of March 13, <br /> 1975 regarding James Avenue traffic and attaching a <br /> report from the Traffic Engineer. <br /> wow In response to questions, Director of Public Works Pusich <br /> advised that the standard warrant system is used for <br /> placement of stop signs in the City, observing that the <br /> subject report is in response to a citizen request. Mr. <br /> Pusich reminded Council that with regard to establish- <br /> ment of an 85 percentile speed and radar control, it had <br /> been decided to wait for a total City survey. <br /> Discussion followed and Mr. Pusich commented and replied <br /> to questions concerning whether or not it is desirable <br /> to place stop signs in locations where it is doubted <br /> drivers could see them in time to stop; whether such <br /> signs might not create hazards; whether such signs would <br /> actually slow traffic; the undesirability of using stop <br /> signs as an attempt to slow traffic; the low traffic <br /> count in the James Avenue area; whether signs would be <br /> of any assistance to pedestrians within whom a false <br /> sense of security might be generated; the inherent lack <br /> of safety in winding up and downhill roads; the informal <br /> investigation of driving habits of residents of the James <br /> Avenue area conducted by the Traffic Engineer; the de- <br /> sirability of considering stop signs in the City generally <br /> .-. rather than placing them on a spot basis; and the possible <br /> increase in safety if stop signs are placed on the side <br /> streets entering James. <br /> Mr. Pusich also commented on the favorable effect usually <br /> encountered with regard to slowing traffic on curves when <br /> double yellow lines are used, as recommended by the Traffic <br /> Engineer, as well as the desirability of increasing sight <br /> distance by increased use of red curbs where parked <br /> vehicles might interfere with vision, as also recommended. <br /> Mrs. Doris Dawdy, 1315 James Avenue, referred to her <br /> letter of March 7, 1975 addressed to Council members re- <br /> garding her concerns about James Avenue traffic and supple- <br /> menting her letters of June 4, 1974 and February 20, 1975. <br /> Mrs. Dawdy presented a letter on the same subject from <br /> Mrs. Wesley Wills, 1414 James Avenue, who was not able <br /> to be present. <br /> Mrs. Dawdy objected generally to the report of January 29 <br /> of the Traffic Engineer, including comments that if <br /> traffic counts had been taken at another location, a <br /> greater number of vehicles would have been counted; <br /> that stop signs should be placed on James Avenue to <br /> slow traffic; that she finds the use of double yellow <br /> lines to slow traffic undesirable in a residential area; <br /> and that a police report should be incorporated into <br /> any report on traffic to be made of the subject area. <br /> Mrs. Dawdy advised that in conversation with Assemblyman <br /> Arnett the suggestion had been made by his office that <br /> the City might attempt modification of the Anti-Speed <br /> -5- <br /> Reg.Mtg. <br /> 3/17/75 <br />
