322 <br /> In response to question, Police Chief Bold advised that <br /> about a year ago the lumber was picked up as suspected <br /> stolen material. Later the suspect admitted it was <br /> stolen, but in spite of Police Department checks, it <br /> was impossible to identify ownership. <br /> MOTION: Title having been read, Councilman Leipzig in- <br /> troduced the following resolution and moved, seconded ,,,,w <br /> by Councilman Rhodes, its adoption: <br /> RESOLUTION NO. 737E DECLARING THAT CERTAIN UN- <br /> CLAIMED PROPERTY IS NEEDED FOR PUBLIC USE AND <br /> AUTHORIZING AND DIRECTING ITS RETENTION THEREFOR <br /> The resolution was adopted unanimously by roll call vote. <br /> Professional services agreement - EIR for <br /> proposed solid waste transfer station <br /> (Metcalf & Eddy) <br /> City Manager Fales referred to his report of March 13, <br /> 1975 regarding the subject agreement and attaching <br /> memorandum from the Planning Director. <br /> In response to question, Planning Director Schroeter <br /> described the previously Council approved method for <br /> selecting the firm which is recommended to prepare the <br /> subject EIR. <br /> onio <br /> Discussion followed as to whether the competitive bidding <br /> process might be desirable as the technique for awarding <br /> such agreements; the intangible factors which enter into <br /> selection of a professional firm which make it difficult <br /> to write arbitrary specifications; the costs which may <br /> result if the low bidder for a professional services <br /> agreement does not have the necessary experience or ex- <br /> pertise required for the assignment; and the difficulty <br /> of selecting a professional firm knowing that some sub- <br /> jective judgment must always be involved in choosing <br /> consultants. <br /> MOTION: Title having been read, Councilman Rhodes in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Henderson, its adoption: <br /> RESOLUTION NO. 7377 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR PERSONAL SERVICES FOR <br /> THE PREPARATION OF AN ENVIRONMENTAL IMPACT REPORT <br /> The resolution was adopted on the following roll call vote : <br /> Ayes : Councilmen Henderson, Leipzig, Rhodes and <br /> Mayor Weymouth <br /> ompl <br /> Noes : Councilman Norris <br /> Reg.Mtg. <br /> 3/17/75 <br />
