34 0 Report re water connections - Emerald Lake Hills Area City Manager Fales referred to his report of April 4, 1975 regarding the water line extension in the Emerald Lake Hills area and the request of Mrs. Virginia A. Stephens. Mr. Fales also called attention to the report of April 4 of the Director of Public Works on the situation. Mrs. Virginia A. Stephens, stated her disagreement with the staff recommendations which result in denying her reimbursement for a portion of the cost of the 6-inch water line which she and three neighbors installed. Mrs. Stephens introduced Mr. Conklin who had also shared in the cost of installation of the line and also re- quested some reimbursement arrangement by other prospec- t tive users of the line . Lengthy discussion followed and Mrs. Stephens, Mr. Conklin, Mr. Fales, City Attorney Schricker and Director of Public Works Pusich commented and replied to questions concerning the jurisdictions of the three agencies that establish policies for development in the subject area; the problem history of the area; the requirements of the City with regard to dedication of water lines; the desirability of the County' s completing the general plan for the area soon; the impossibility of knowing the number of prospective future users there might be for the water line ; the potential administrative problems which would be encountered by the City in any attempt to reimburse those who installed the line in order to Polo obtain building permits for their own property; and the expense to Redwood City taxpayers to administer a reim- um' bursement program for water users in the unincorporated area.. Discussion continued concerning options Mrs . Stephens and Mr. Conklin might pursue, and Mr. Fales offered to write them stating he would discuss the matter with them in the presence of a representative of the County.
