34 0 <br /> Report re water connections - <br /> Emerald Lake Hills Area <br /> City Manager Fales referred to his report of April 4, 1975 <br /> regarding the water line extension in the Emerald Lake <br /> Hills area and the request of Mrs. Virginia A. Stephens. <br /> Mr. Fales also called attention to the report of April 4 <br /> of the Director of Public Works on the situation. <br /> Mrs. Virginia A. Stephens, stated her disagreement with <br /> the staff recommendations which result in denying her <br /> reimbursement for a portion of the cost of the 6-inch <br /> water line which she and three neighbors installed. <br /> Mrs. Stephens introduced Mr. Conklin who had also shared <br /> in the cost of installation of the line and also re- <br /> quested some reimbursement arrangement by other prospec- <br /> t tive users of the line . <br /> Lengthy discussion followed and Mrs. Stephens, Mr. <br /> Conklin, Mr. Fales, City Attorney Schricker and Director <br /> of Public Works Pusich commented and replied to questions <br /> concerning the jurisdictions of the three agencies that <br /> establish policies for development in the subject area; <br /> the problem history of the area; the requirements of <br /> the City with regard to dedication of water lines; the <br /> desirability of the County' s completing the general plan <br /> for the area soon; the impossibility of knowing the <br /> number of prospective future users there might be for <br /> the water line ; the potential administrative problems <br /> which would be encountered by the City in any attempt <br /> to reimburse those who installed the line in order to Polo <br /> obtain building permits for their own property; and the <br /> expense to Redwood City taxpayers to administer a reim- um' <br /> bursement program for water users in the unincorporated <br /> area.. <br /> Discussion continued concerning options Mrs .
