Mr. Johnson commented on details of his report and <br /> displayed a model of the Center on the site. Mr. Johnson also <br /> referred to notes in his report concerning the economic impact <br /> of the building, the impact on government services, the <br /> neighborhood, and the General Plan. Mr. Johnson said the <br /> Center is worthwhile, will make an excellent contribution to <br /> the City and urged Council to deny the appeal. <br /> In response to question, Mr. Johnson described the proposed <br /> security system for the building and the precautions with <br /> regard to fire and went to the blackboard to depict the amount <br /> of shadow calculated to be case in the area and its effect in <br /> the neighborhood. <br /> City Manager Fales stated for the record that the finding by <br /> the Planning Commission that "d. It has been determined by the <br /> City that sewage capacity of the new treatment plant is no <br /> longer a problem and future growth can be accommodated with the <br /> existing plant or proposed improvements" is incorrect. Mr. <br /> Fales said that sewage anticipated from the proposed building <br /> rws can be accommodated within the existing capacity of the City, <br /> but the Commission's statement is much too broad. Mr. Fales <br /> stated further for the record that the staff recommendation <br /> that the developer share in the cost of the traffic signal in <br /> the amount of some $9,500 is consistent with practice elsewhere <br /> in the City and is justifiable. <br /> Discussion continued and Mr. Johnson, Planning Director <br /> Schroeter and Director of Public Works Addiego commented and <br /> replied to question relating to the proposed number of parking <br /> spaces„ the recommendations of the Department of Public Works <br /> and the space provided in similar projects. <br /> Charles Eicholtz, 19 Admiralty Place, objected to the tax <br /> exempt status of the subject Center, stating the Peninsula <br /> Christian Center should pay for municipal services for the <br /> senior citizen residence and suggesting that otherwise all <br /> senior citizens in the City should be exempted from taxes. Mr. <br /> Eicholtz urged that the PDP be denied until the Center and the <br /> City can develop a satisfactory cost formula for city services. <br /> Mayor Biagi invited anyone else present who wished to speak to <br /> do so.
