Cervenka, 327 Stambaugh Street, <br /> appellant • <br /> Appeal letter of Frank Cervenka 3/23/81 <br /> Planning Commission record 4/6/81 <br /> Report of City Manager 4/9/81 <br /> Report of Director of Public Works 4/1/81 <br /> Mayor Biagi declared open 7:46 p.m. <br /> Affidavits of Publication of Notice of Hearing and <br /> Mailing reported on files. <br /> City Manager Fales called attention to his report <br /> relating to the reinsertion of the staff recommendation <br /> that sharing in the cost of the traffic signal be a <br /> condition of the subject Planned Development Permit <br /> should the City Council uphold the Commission action. �w <br /> Stuart Auchincloss, attorney for Peninsula Christian Center, <br /> 702 Marshall Street, stated in response to the question of City <br /> Attorney Schricker, that he has not been advised of the <br /> recommended reinstatement of the sharing of cost of a traffic <br /> signal. A copy of the report was given to him. <br /> Frank Cervenka, 327 Stambaugh Street, appellant referred to his <br /> appeal letter. Mr. Cervenka suggested that the proposed senior <br /> housing development will not be truly non-profit, since money <br /> can be expected to be made by those operating it. Mr. Cervenka <br /> also objected to the removal of the property from the tax rolls <br /> of the City, noting that City services will have to be provided <br /> for the building and its tenants. <br /> Stuart Auchincloss (see above) responded to the appellant, <br /> stating that the Zoning Ordinance provides for nursing or rest <br /> homes in an R-4 District; that the payroll during construction <br /> of the project and the senior citizens who will live in it will <br /> spend money in.Redwood City; that the new owners of the <br /> properties of the senior citizens of the City who sell their <br /> homes to move into the Center will pay full property taxes <br /> based on purchase price resulting in a tax increase to the <br /> City; and that the agency operating the Center is nonprofit and <br /> its assets must be used for the benefit of the elderly <br /> It was pointed out that the City is recommending that the <br /> developer participate in the cost of the traffic signal rather <br /> than pay for the entire cost of the signal, the developer share <br /> being only 17% or some $9,350 of the estimated cost. <br /> Im <br /> Immo <br /> Reg.Mtg. <br /> 4/13/81 <br /> Page 2 <br /> • <br /> • <br />
