Letter from Hagan Development Co. simA
requesting endorsement of condominium
project proposed to be constructed in
unincorporated area of San Mateo County
at 3421 El Camino Real
Mayor Biagi stated that the subject request refers to a project
proposed to be constructed outside the City's jurisdiction, and
it was pointed out that it is in County jurisdiction and that
the County has requested comment from the City staff.
City Manager Fales advised that the County frequently requests
comment on projects and the City replied in factual terms as to
whether or not the project would meet City requirements, if it
were constructed in the City without commenting on the merit of
the project.
Discussion followed and Planning Director Schroeter commented
and replied to questions concerning whether the subject request
is an unusual favor; the Council's expressed interest in the
development of housing in the area; the fact that the County's
zoning is more dense for areas with the same zone designation
as the City; whether it is appropriate for Council to endorse a
project outside its jurisdiction; and the fact that the project
would conform to the requirements of the El Camino Real
Corridor Specific Area Plan considered by Council and returned
to the Planning Commission and staff (9/9/80) .
Bernard Hagan, Hagan Development Co. , 2270 Bay Road, stated
he believes it is appropriate to ask for Council endorsement of
the project because the County asked the City for comment. Mr.
Hagan suggested that the fact that the City staff report had to
state that the project would not be technically in conformance
with the City's General Plan counts against the project which '"""'"
the Council might favor. Mr. Hagan suggested the Board of
Supervisors would wish to know Council opinion on the project.
Reg.Mtg.
4/13/81
Page 6
