Letter from President, Redwood Shores <br /> Homeowners Association transmitting <br /> petition from electors of GID No. 1-64 <br /> requesting election for the purpose of <br /> consideration of a measure relating to <br /> issuance of bonds <br /> City Attorney Schricker advised that the subject petition <br /> purports to be a call for an election on a measure to rescind <br /> the outstanding authorization for general obligation bonded <br /> indebtedness for reclamation and facilities purposes in GID No. <br /> 1-64, but that the proponents did not give notice or meet other <br /> requirements of the Elections Code for such a petition. Mr. <br /> Schricker reported that John Murray of the Redwood Shores <br /> Homeowners Association (RSHA) advised him by telephone that the <br /> petition was not intended to be a formal legal demand for <br /> grit election, but simply an information item for consideration by <br /> the Council. <br /> John Murray, 568 Seahorse Lane, confirmed that the petition <br /> was not intended to be an official initiative petition and that <br /> RSHA is not in an adversary position with the City Council and <br /> does not want the City to incur the cost of an election. Mr. <br /> Murray suggested the measure could be placed on the ballot at a <br /> forthcoming election, if Council chooses to do so. <br /> Gregg Doran, President, RSHA, said he had asked Mr. Murray to <br /> clarify to Council the intent of the petition. In response to <br /> question, Mr. Doran and Mr. Murray advised that they had <br /> explained to signers that the petition was not a petition <br /> requiring a special election, that signers understood. They <br /> offered to write a letter to Council from RSHA so stating. <br /> Discussion followed concerning the anticipated report on user <br /> fees. <br /> In response to question, City Manager Fales and Mr. Schricker <br /> noted that they have been requested to prepare a composite <br /> report relating to a facilities charge as to whether or not a <br /> "cap" can be put on the authorized bonds.
