Public Hearing - Proposed Annexation of Report of City Manager 4/3/81 ....r <br /> Kensington Square Report of City Attorney 4/2/81 <br /> Mayor Biagi declared open 7:33 p.m. <br /> Affidavits of Publication of Notice of Hearing <br /> and of Mailing reported on file. <br /> City Manager Fales advised that the proposed <br /> annexation was initiated by the Local Agency <br /> Formation Commission (LAFCO) in 1979 and, <br /> following negotiations with the City regarding <br /> the City's objections to annexation of the <br /> entire area because of storm drainage problems, <br /> it was amended to delete those areas and <br /> approved by LAFCO. Mr. Fales recommended that <br /> if there are any problems which might lead to <br /> conducting an election in order to annex the <br /> property that the City should reject the <br /> annexation. <br /> Tom Carlson, 507 Upton, inquired as to any tax <br /> impact on his property. It was explained that <br /> as a result of Proposition 13 there can be no <br /> increase in taxes. City Manager Fales advised <br /> Mr. Carlson that his property is one of those <br /> the City refused to accept because of its <br /> drainage problems and it is not proposed to be <br /> annexed. <br /> Marie Sternberger, 519 Upton, advised that she <br /> had circulated a petition protesting the pro- <br /> posed annexation.
