The motion carried unanimously by voice vote. <br /> (Human Services continued below) <br /> (Council recessed from 10:05 to 10:15 a.m.) <br /> LEISURE, CULTURAL AND INFORMATION SERVICES (pp. 42-49) (See below also) <br /> INFORMATION SERVICES - LIBRARY (pp.47-49) <br /> ADMINISTERING THE LIBRARY SYSTEM <br /> TECHNICAL SERVICES <br /> PUBLIC SERVICES <br /> Mayor Biagi asked that Council consider out of order at this time the <br /> portion of the Budget relating to Information Services - Library. <br /> City Librarian Vollmayer responded to questions regarding whether ewe <br /> non-residents pay fully for services they receive and whether the <br /> charging of user fees might be considered in the future to operate <br /> the library. Mr. Vollmayer said that $60,000 is received from fines <br /> and non-resident fees and the California Library Services Act funding <br /> is $27,000, noting that the amount has been increased since the <br /> former system involving reimbursement by the County was in effect. <br /> Mr. Vollmayer suggested the best library service is on a regional <br /> basis, observing that eight jurisdictions are involved in the <br /> Peninsula Library System permitting access to materials not found in <br /> only one library and more hours of operation for patrons. He pointed <br /> out that while Redwood City, for example, has no Sunday library <br /> service, both Menlo Park and Burlingame do, and Redwood City <br /> residents take advantage of it. <br /> Discussion followed and Mr. Vollmayer commented and replied to <br /> questions concerning whether many people who use the library could <br /> afford a user fee; that public education and the opportunity for <br /> self-education are important in this country; the volunteers and <br /> Friends of the Library already offering assistance; the possibility <br /> of increasing fines for late returns; whether, if funds are not <br /> available, reduced hours of operation or a small charge which might <br /> permit longer hours would be preferable; the fact that the library <br /> employees are taking advantage of courses offered on new ways to use <br /> volunteer help; the difficulty of attempting any program to increase <br /> circulation when the present Main Library is inadequate for the <br /> business it has; the increasingly difficult storage problem which <br /> also reduces access to books for browsing; and the desperate need for <br /> a new City Library. <br /> Budget Study <br /> 6/13/81 <br /> Page 3 wart <br /> 1 <br />
