Mr. Fales pointed out that next <br /> year the charge will include Risk Management services also. <br /> M/S: Britschgi/Chandler to accept the Manager's recommendation for <br /> Information Services - Library. <br /> Carried unanimously by voice vote. <br /> • HUMAN SERVICES (pp. 1-5) (continued) <br /> SOCIAL SERVICE CENTERS <br /> FAIR OAKS COMMUNITY CENTER OPERATIONS <br /> FAIR OAKS COMMUNITY CENTER INFORMATION AND REFERRAL <br /> SENIOR INFORMATION AND REFERRAL/OUTREACH <br /> Human Services Coordinator Irizarry replied to questions regarding <br /> use of Fair Oaks Center by agencies, observing that because of their <br /> own budget cuts, more agencies are requesting use of free space at <br /> the Center. Mr. Irizarry reported that the Advisory Board set up a <br /> committee to review the services being provided now and what services <br /> should be offered, since space is available. He said attempts are <br /> being made to obtain a service offering employment opportunities and <br /> that the County's employment training program is coming. <br /> M/S: Chandler/Bury to accept the Manager's recommendations for Social <br /> Service Centers. <br /> Carried unanimously by voice vote. <br /> PUBLIC SAFETY (pp. 6-15) <br /> LAW ENFORCEMENT <br /> ADMINISTERING LAW ENFORCEMENT <br /> In response to question, City Manager Fales advised that a separate <br /> report and recommendation will be forthcoming soon regarding soft <br /> body armour for police officers. <br /> In response to question as to whether Police Chief Bold would like to <br /> continue his recruitment work even when all positions are filled, Mr. <br /> Bold said he would like to delay a decision until mid-year after he <br /> has had the experience of having a full staff performing. At that • <br /> time he would be better able to determine whether additional <br /> positions may be needed. <br /> Discussion followed and Chief Bold, Mr. Fales and Director of Finance <br /> Ference commented and replied to questions concerning the fact that <br /> effective distribution of manpower and use of modern equipment is <br /> often more successful than numbers of positions in police work; that <br /> "proactive patrol time" is defined as police officer time available <br /> on patrol which is not required for responding to calls; the <br /> expectation that it may be possible to increase "proactive" time and <br /> set up objectives for its use; and attention was called to the law <br /> enforcement section relating to traffic under "Transportation". <br /> LAW ENFORCEMENT AUXILIARY SERVICES <br /> CRIME PREVENTION AND APPREHENSION <br /> In response to questions, Chief Bold advised that patrol officers are <br /> learning evidence techniques as part of the department attempt to <br /> apprehend more burglars; that private security patrols are helpful in <br /> Budget Study <br /> 6/13/81 <br /> Page 4 <br /> rf <br />
