Legislative Committee Report 81-5 Vice Mayor Stangel, Chairman of the <br /> Legislative Committee, presented Committee <br /> Report 81-5 of September 24, 1981. <br /> Councilman Britschgi, Committee member, <br /> presented recommendations relating to the <br /> Edgewood Road Recreational/Open Space Site <br /> and to the County Transit System-Sales Tax <br /> Support. <br /> Vice Mayor Stangel presented recommendations <br /> relating to Election by Mail Ballot, Charter <br /> Review and Legislative Overview. <br /> Mayor Biagi stated for the record that the <br /> Council of Mayors is making an analysis with <br /> regard to support for the decision of <br /> SamTrans Board to levy the sales tax override <br /> which should be available in 30 days. <br /> M/S: Stangel/Britschgi, that Legislative <br /> Committee recommendations for the following <br /> items be approved: <br /> (1) that the Edgewood Road Recreational/Open <br /> Space site be developed and used as a <br /> regional golf course; <br /> (3) that the Legislative Committee continue <br /> AP" to study the use of mail ballot elections <br /> and confer further with the City Clerk <br /> and City Attorney regarding such <br /> elections; <br /> (4) that Council form a Charter Review <br /> Committee consisting of the Legislative <br /> Committee and six citizens to <br /> review specific recommendations for <br /> charter amendments; <br /> (5) that the Governor be apprised of the <br /> City's previously expressed positions <br /> with regard to AB893 (oppose), AB1693 <br /> (oppose), SB121 (support), AB1618 <br /> (support), SB152 (support); and <br /> (2) with regard to County Transit <br /> System-Sales Tax Support, that <br /> recommendation be withheld pending <br /> receipt of the analysis of the Council of <br /> Mayors. <br /> CLARIFICATION: Councilman Leipzig noted for <br /> the record that it is customary for the Mayor <br /> to appoint members of the Charter Review <br /> Committee and Council members should make <br /> their recommendations for membership to him <br /> and that it is also customary to ask City <br /> department heads whether they have any <br /> suggestions as to the need for Charter <br /> amendments. <br /> Carried unanimously by voice vote. <br /> MINUTE ORDER NO. 81-157 <br /> 1 <br /> Reg.Mtg. <br /> 9/28/81 <br /> Page 3 <br /> 9,/ S <br />
