Anderson <br /> Messiah Lutheran Church <br /> APPROVAL OF MINUTES - October 26, 1981 M/S: Chandler/Britschgi to approve the <br /> subject Minutes as submitted with a <br /> supplement to Item 3 on Page 3 stating that <br /> the Director of Public Works has advised <br /> fl'e'e that the program will be completed as soon <br /> as possible, but it is unlikely the work can <br /> be accomplished by the first week in <br /> `Irwr December. <br /> Carried unanimously by voice vote. <br /> PUBLIC HEARINGS PUBLIC HEARINGS <br /> 1. Public Hearing - Housing Element of the Report of City Manager 10/9/81 <br /> General Plan (continued open from Report of Director of Planning 10/8/81 <br /> October 12, 1981) <br /> Mayor Biagi noted that the public hearing is continued open from October 12, <br /> 1981 and invited further discussion. <br /> Lengthy discussion followed and Planning Director Schroeter, City Attorney <br /> Schricker and City Manager Fales replied to questions and commented <br /> concerning the desire of Council to encourage landlords to rent to families <br /> with children; the fact that the features relating to fair share allocation <br /> are being developed by the Association of Bay Area Governments (ABAG) and <br /> cannot be included now; the fact that State law compels cities to grant <br /> "bonus units" where developers agree to construct 25% of their units as low <br /> and moderate income housing; the fact that the City has no agency for <br /> handling such units for 30 years and does not now plan to establish one; how <br /> other cities attempt to handle any such units in a fair and equitable <br /> manner; the fact that the Housing Element should acknowledge the State <br /> provision in Government Code Section 65915; whether developers would find it <br /> more or less profitable to increase density to earn the "bonus"; the small <br /> amount of Williamson Act land within the City boundary which is likely to be <br /> developed for housing; sewage treatment plant capacity and the State and <br /> federal programs for funding such plants; and the fact that the Housing <br /> Element contains no mandatory energy program. <br /> IWO <br /> Reg.Mtg. <br /> 11/2/81 <br /> 1 j <br /> 1 s <br />
