Legislative Committee Report re proposed In response to question, City Attorney <br /> Charter amendments Schricker advised that specific explanation <br /> of the effect of the proposed ballot measure <br /> will be included in the official analysis <br /> required to be provided by the city attorney <br /> for the voter's pamphlet. He observed that <br /> the ballot argument may contain other <br /> information Council wishes voters to know <br /> such as amount of compensation of council <br /> members in other cities. <br /> Discussion followed concerning the greater <br /> responsibilities of council members in a full <br /> service city; compensation paid in other San <br /> Mateo County cities; and the desire of <br /> Council to select a fair amount which would <br /> be adequate so that some qualified persons <br /> would not be precluded from serving because <br /> of the cost of being a council member and <br /> which would, at the same time, not be so <br /> large as to be an incentive to run. <br /> M/S: Bury/ to accept the <br /> recommendations of the Legislative Committee <br /> contained in Report No. 81-7 regarding <br /> proposed Charter amendments listed as <br /> propositions (1), (3) and (4). <br /> MOTION DIES: The motion died for lack of a <br /> second. <br /> Ow* M/S: Britschgi/Leipzig to accept the <br /> recommendations of the Legislative Committee <br /> IWO contained in Report No. 81-7 regarding <br /> proposed Charter amendments listed as (1), <br /> (2), (3) and (4), with the wording of (4) to <br /> be rewritten by the City Attorney; and the <br /> resolution proposing the amendments to the <br /> Charter to be prepared and submitted as a <br /> consent calendar matter at a December City <br /> Council meeting. <br /> (NOTE: Form of propositions proposed: <br /> (1) Shall Section 3-1/2 of the Charter of <br /> the City of Redwood City be amended to <br /> increase to $5,000.00 the maximum value of <br /> City-owned personal property which may be <br /> sold without public notice or bid? <br /> (2) Shall Section 4 of the Charter of the <br /> City of Redwood City be amended to authorize <br /> the City Council at its discretion to conduct <br /> general and special municipal elections by <br /> mail ballot? <br /> (3) Shall Section 9 of the Charter of the <br /> City of Redwood City be amended to allow <br /> Council member compensation to be in an <br /> amount not to exceed that allowed for Council <br /> members of general law cities of equivalent <br /> population? <br /> (4) TO BE REWRITTEN - Shall Sections <br /> 49(a) and 67 of the Charter of the City of <br /> 0 Redwood City be amended to increase the <br /> amounts governing when bids for public works <br /> of the Port and the City of Redwood City, <br /> respectively, are solicited without public <br /> advertisement, and with such advertisement?) <br /> Reg.Mtg. <br /> 12/7/81 <br /> Page 2 <br />
