65 <br /> ", REPORTS OF CITY MANAGER (continued) <br /> Item No. 4 (continued) <br /> to the City of staff and service to each board and <br /> commission; the fact that both Commissions are <br /> doing a good job; and the City's commitment to <br /> cultural activities in the future. <br /> Council members supporting the proposed consoli- <br /> dation suggested that in the absence of any major <br /> cultural organization in the City, that the kind of <br /> regulation usually associated with such commissions <br /> is not necessary; that there has been occasional <br /> difficulty getting applications from qualified <br /> persons to serve on boards and commissions; the <br /> fact that park acquisition will not be taking <br /> place, reducing that activity; whether a nine- <br /> member committee whose duties would include parks, <br /> recreation and cultural affairs might not be more <br /> efficient than two seven-member commissions with <br /> staff time divided; whether the various aspects of <br /> that kind of commission could not be covered by <br /> three-member sub-committees handling specifics; and <br /> whether both would not be stronger and more <br /> effective if combined. <br /> In further opposition to the proposed consolida- <br /> tion, a League of California Cities letter of <br /> May 22, 1981 was read with regard to the "Action <br /> Plan for the '80's" suggesting that more people <br /> will become involved in the local decision-making <br /> process with growing involvement of citizens <br /> individually rather than through their elected <br /> representatives. <br /> IWO In support of the proposal, comment was made con- <br /> cerning <br /> the recent combining of departments and <br /> reduction of staff within the City following voter <br /> approval of Proposition 13; whether such action <br /> ought not also apply to City boards and commis- <br /> sions; the need to use staff effort effectively; <br /> whether non-residents should participate on the <br /> Civic Cultural Commission; and whether there is <br /> overlapping of assignments and responsibilities <br /> resulting in duplication of effort and time which <br /> might be more beneficial to the community <br /> elsewhere. <br /> John Clark, Acting Chairman, Park and Recreation <br /> Commission, reported that the Commission has not <br /> considered the proposal. Mr. Clark referred to the <br /> report of Parks and Recreation Director Griffiths <br /> stating that he believes there is no significant <br /> overlapping or duplication of duties; that the <br /> responsibilities of each Commission are different; <br /> that the Park and Recreation Commission already has <br /> four subcommittees; that the cost of staff time and <br /> service is negligible; that Commission members who <br /> are frequently absent or otherwise neglect their <br /> duties- should be dismissed; that a large part of <br /> the City budget is devoted to park and recreation <br /> affairs, suggesting need for a separate commission; <br /> and that consolidation would not be in the best <br /> interest of the citizens of Redwood City. <br /> Susan Swope, Chairman, Civic Cultural Commission, <br /> (:: agreed with Mr. Clark and commented concerning the <br /> recently approved CART program to teach arts <br /> volunteers fund raising techniques and reported <br /> Reg.Mtg. <br /> 6/8/81 <br /> Page 3 <br /> Y.S <br /> 4' <br />
