She suggested that <br /> commissioners who do not perform should be asked to <br /> resign because they impair the effectiveness of the <br /> Commission. Miss Swope urged that the Commissions <br /> be kept separate. <br /> Discussion continued concerning the opposition of <br /> members of both Commissions to consolidation; the <br /> fact that both Commissions serve a useful purpose; <br /> that both have articulate chairmen and increasingly <br /> well-qualified members; whether Commission effec- <br /> tiveness would be increased or diminished by con- <br /> , solidation; the high level of people volunteering <br /> for City appointments; whether the contribution the <br /> Civic Cultural Commission-is able to make is sig- <br /> nifcant enough to continue it as a separate <br /> commission; and whether both Commissions would be <br /> strengthened if City funds and effort were directed <br /> toward one nine-member commission on parks, <br /> recreation and culture. <br /> M/S: Stangel/Britschgi to reject the staff <br /> recommendation and not to consolidate the Park and <br /> Recreation Commission and the Civic Cultural <br /> Commission. <br /> City Manager Fales pointed out that his report and <br /> that of Park and Recreation Director Griffiths are <br /> not staff recommendations but are statements of <br /> fact provided in response to request for the <br /> information from the Mayor. <br /> MOTION RESTATED: Stangel/Britschgi not to take any <br /> action to consolidate the Park and Recreation <br /> Commission and the Civic Cultural Commission. <br /> AMENDMENT: Councilman Bury, with the consent of <br /> Vice Mayor Stangel and Councilman Britschgi, added <br /> to the motion to reaffirm support of the activities <br /> and programs of the Park and Recreation Commission <br /> and the Civic Cultural Commission and that <br /> applications be invited for appointments to the <br /> vacancies existing on both Commissions as a result <br /> of expiring terms and resignations. <br /> In response to Council comments concerning the <br /> recommendations of Chairman Swope and Acting <br /> Chairman Clark that Commission members who fail to <br /> perform according to their responsibilities be <br /> removed, Miss Swope and Mr. Clark explained their <br /> statements and were advised that problems with such <br /> members should be referred to the City Council as <br /> the appointing body. <br /> MOTION: RESTATED AMENDED: The motion as restated <br /> and amended carried on the following roll call <br /> vote: <br /> mom <br /> Ayes: Councilmen Britschgi, Bury, Rhodes and <br /> Vice Mayor Stangel <br /> owe <br /> Noes: Councilmen Chandler, Leipzig and Mayor Biagi <br /> MINUTE ORDER NO. 81-97 <br /> Reg.Mtg. <br /> 6/8/81 <br /> Page 4 <br />
