"The termination of any street <br /> either public or private will have a minimum 40-foot radius turnaround." be <br /> changed to "a turnaround satisfactory to staff" in order to allow more flexibility <br /> and design latitude to developers. <br /> In response to question, Planning Director Schroeter stated that the item <br /> requiring the 40-foot radius is the recommendation of staff and is standard <br /> throughout the City, with the Fire Department expressing the most concern about <br /> need for adequate turning space. <br /> City Attorney Schricker advised that the minimum 40-foot radius is in the <br /> Subdivision Map Act and an exception would be required to allow anything else. <br /> City Manager Fales stated for the record that the matters before Council are only <br /> an amendment to the General Plan and a Specific Plan relating to the same <br /> property. Mr. Fales pointed out that it is essential to delineate between the <br /> planning process and the subdivision process, observing that the General Plan and <br /> Specific Plan provide guidance to future developers, but that no application for <br /> any development of the subject property exists at present, and it is inappropriate <br /> to be too precise. <br /> Pat Sikora, 165 Atherwood, referred to the letter from residents on the Specific <br /> • <br /> Plan, but stated she is speaking primarily to the General Plan amendment. Mrs. <br /> Sikora suggested that the sequence of consideration of the Horgan Ranch property <br /> is inappropriate and that consideration of Williamson Act cancellations is the <br /> first action which should take place, followed by General Plan consideration. <br /> City Manager Fales advised that the Williamson Act is entirely outside of the <br /> planning process, exists only as an economic incentive for owners of agricultural <br /> property to remain in agriculture and is not related to planning. t <br /> Mr. Fales pointed out that the Local Agency Formation Commission (LAFCO) has <br /> initiated the annexation of the Horgan Ranch property which it has the authority <br /> to do, and the City must act, with the basic consideration for subsequent actions <br /> being the amendment to the General Plan. <br /> Mrs. Sikora noted that the Specific Plan material refers to annexation not taking <br /> place prior to having all Williamson Act questions resolved. <br /> Mayor Biagi explained for the record that the owners of the Horgan Ranch property <br /> have the right to apply to LAFCO for annexation; they did so; and LAFCO approved <br /> the application, so the matter is before the City Council. <br /> Mrs. Sikora then referred to the Environmental Impact Report (EIR) on the General <br /> Plan, urging that the maximum density be set at 3 to 4.6 dwelling units per acre <br /> which she stated is the ratio of Atherwood rather than the 3 to 7 indicated. She <br /> suggested that not enough mitigation is required; that traffic will be too great <br /> and that problems would be created on Woodside Road. She suggested that as cities <br /> grow, it can be expected services to residents will decrease. In response to <br /> question regarding her request that two-story homes not be permitted, Mrs. Sikora <br /> acknowledged she has no studies which would substantiate her belief that they <br /> would reduce property values of neighboring one-story present older homes. <br /> Richard Smith, 1104 Parkwood Way, addressed the Specific Plan, reading a letter <br /> from his neighbors, Donald and Mary McNabb, expressing concern about traffic <br /> (letter is on file). Mr. Smith urged that no entrance to the Horgan Ranch <br /> property be permitted because of increased traffic and commented concerning the <br /> probable routes of those in the area in using Parkwood Way to reach their homes. <br /> Mr. Smith also urged that access to Woodside Road for present residents not be cut <br /> • off. <br /> • Judie Fekete, 127 Atherwood, addressed the General Plan, stated she does not <br /> believe the General Plan requires revision, suggesting the traffic and burden on <br /> City services would be too great; the impact of traffic on Woodside Road would be 00010 <br /> too great; that the General Plan expects a decrease in population; that the <br /> Council should feel no obligation to change the General Plan; and that the subject <br /> property should remain designated as Open Space. <br /> Reg.Mtg. <br /> 7/13/81 <br /> Page 2 <br /> 2 <br />
