107 <br /> • <br /> PUBLIC HEARING (continued) <br /> Pi" <br /> • Item No. 1 (continued) <br /> Ann Irons, 105 Atherwood, read a letter from Judy and Ken Shaw, 205 Atherwood, <br /> regarding their objections to proposed density, to two-story homes, and to any <br /> traffic increase and suggesting utilities access is not adequately planned (letter <br /> is on file). In response to question, Mrs. Irons reported her lot is 60' x 110'. <br /> Robert Harrison, 115 Atherwood, said he would like to retain the present <br /> neighborhood character and objects to two-story homes. He suggested increased <br /> traffic would present hazards to children walking to school. <br /> Larry Irons, 105 Atherwood, referred to the letter from Atherwood residents <br /> requesting that development on the subject property should match that of present <br /> homes on which it borders; that density not exceed 4.6 detached single family <br /> residences per acre which he stated is presently Atherwood density; that only <br /> single-story homes be permitted; and that alternatives to the traffic proposal of <br /> the Specific Plan be identified. In response to question, Mr. Irons said that his <br /> 60' x 110' lot is larger than average, because it is a corner lot. <br /> It was pointed out that density appears to be greater than 4.6 homes per acre if <br /> Mr. Irons' lot is larger than usual, even allowing for streets and sidewalks. <br /> Mayor Biagi stated for the record that two-story homes may be constructed on any <br /> residential property within the City including those in the Atherwood <br /> neighborhood, so not to allow them on the subject property would be a special <br /> restriction. <br /> Discussion followed and Planning Director Schroeter and City Manager Fales <br /> commented and replied to questions relating to traffic patterns in the area, and <br /> it was noted again that the only subjects before Council are the amendment to the <br /> General Plan and the Specific Plan and that no proposal for development exists. <br /> PA (City Manager Fales left at 8:45 p.m. and did not return.) <br /> City Attorney Schricker advised that Council has adopted the resolution initiating <br /> annexation proceedings, as is required for some 25.2 acres of Horgan Ranch <br /> property, and that some 56+ acres are involved in the subject property. <br /> In response to statement from Mrs. Sikora (see above) that following approval of <br /> the BAS Homes application last year, she understood that height, density, traffic, <br /> services and open space could be considered in the Specific Plan, Mr. Schricker <br /> advised that the Government Code provides that they may be considered, because <br /> frequently such a plan is prepared in connection with a particular development <br /> proposal, but there is none in this case. <br /> Discussion continued and Mr. Schricker commented and replied to question as to <br /> what may be considered at the present time with regard to specifics relating to <br /> traffic, density, street layout, etc. <br /> Bob Foulk (see above) stated that the formula used by his engineering firm <br /> suggests density of the Atherwood area is about 5.5 dwelling units per acre rather <br /> than the 4.6 mentioned by residents. He posted a map of the area on the wall <br /> indicating lot sizes. Mr. Foulk urged approval of the Specific Plan. <br /> Jim Thompson, attorney representing the owners of the 25.2 acres proposed for <br /> annexation stated that he believes the Specific Plan is proper as a development <br /> guideline for the property. <br /> Mayor Biagi invited anyone else who wished to speak to do so. No one wished to <br /> speak. <br /> M/S: Stangel/Leipzig to close the public hearing.
