PUBLIC HEARINGS (continued) <br /> Items 2.a and 2.b (continued) mug <br /> Peggy Aycinena, 7 Cadiz Circle, aeronautical engineer, commented concerning <br /> wind direction. <br /> NNW <br /> Gregg Doran, 510 Marlin, President, Redwood Shores Homeowners Association, <br /> reported he has read the use permit. Mr. Doran suggested the proposed rezoning <br /> be used as a tool to learn the intentions of San Carlos with regard to enfor- <br /> cing use permit conditions and urged Council to reverse the Planning Commission <br /> and deny the subject application. <br /> Mayor Biagi invited anyone else who wished to speak to do so. No one wished to <br /> speak. <br /> M/S: Leipzig/Bury to close the public hearing. <br /> Carried unanimously and public hearing closed at 10:25 p.m. <br /> In response to question, Planning Director Schroeter reported that the EIR for <br /> the transfer station and all ancillary facilities along with 18 pages devoted <br /> to traffic, was prepared in 1976 by an outside consultant and present growth <br /> and development were anticipated in the report. <br /> Discussion followed and Mr. Kelly, Mr. Hansen and Lino Valbusa of BFI replied <br /> to questions relating to hours of operation, the height of the buildings, the <br /> fact that the facility would have to meet the health standards of several <br /> agencies, and the arrangements for hauling refuse to Ox Mountain. <br /> Mr. Kelly received permission to state for the record that Hospital Linens <br /> established their business on the present site after the adjacent site was <br /> acquired by BFI and that Hospital Linens protested the application for use <br /> permit to construct the transfer station. Also, the Airport Land Use Committee <br /> has considered whether any air safety hazards would be created and have <br /> approved the location. <br /> In response to question relating to the position of Mobil (Redwood Shores, <br /> Inc.) Robert Costello, attorney representing Redwood Shores, Inc., advised that <br /> Mobil had refrained from opposing the application to construct the transfer rrrli <br /> station because of the obligation to do so relating to a Leslie Properties <br /> agreement, but does not now feel obligated to refrain and is opposed to the <br /> subject application to rezone. <br /> Councilman Leipzig stated for the record that she believes sufficiently <br /> sophisticated energy recovery systems exist which make landfill operations <br /> obsolete. Councilman Leipzig uged the Solid Waste Board to attempt to use the <br /> approximately nine-acre parcel adjoining the Marsh Road dump site in Menlo Park <br /> for about two years while a more desirable modern energy-saving resource <br /> recovery system is developed to serve the South County. <br /> Discussion followed concerning whether the nine-acre site could be obtained and <br /> used; the need for a less temporary solution; the interest of Council in energy <br /> recovery on a long term basis; and the engineering at Ox Mountain to avoid <br /> damage to that area. <br /> Title read.
