PUBLIC HEARINGS (continued)
Items 2.a and 2.b (continued)
John Murray, 568 Seahorse Lane, acknowledged that Redwood Shores did not oppose
the application for use permit for a transfer station when the hearing was held
by San Carlos, but suggested that a smaller structure would have to be built if
Redwood City does not allow the subject property to be used for transfer
station related purpose. Mr. Murray suggested that in acting as the Board of ti
Director of GID 1-64, the Council should oppose the proposed low use of the
land and that perhaps a land trade could be arranged with the port to allow the
station there.
Mickey McDaniel, 519 Skiff Circle, said he understands that a transfer station
will be constructed in San Carlos adjacent to the subject property and reported
that because of his examination of the condition of the station in Pacifica, he
opposes similar activity at Redwood Shores.
(Council recessed from 9:35 to 9:45 p.m.)
Richard Menzell, representing Hospital Linens, 333 Shoreway Road, San Carlos,
neighbor of the prospective transfer station, said that his firm provides
linens to nine constituent hospitals, and aseptic controls are exacting. Mr.
Menzell described his operation and suggested ambient outside air may create
problems. He said that possibly BFI would be unable to construct a transfer
station if Redwood City did not grant the application and urged Council to
reject it.
In response to questions, Mr. Menzell said that it did not occur to him to ask
the opinion of the health agencies which regulate his business regarding the
site of the transfer station; that he does not recall when he first learned of
its location; that he cannot speak for the health agencies which regulate and
monitor his business; that he did not make a presentation before the City of
San Carlos with regard to the application for the use permit for the transfer
, station; and that he has experienced problems in meeting cleanliness standards
because of flies and rodents.
rnl Discussion followed and Mr. Menzell commented concerning the directions of the
prevailing winds in relation to his building and toward Redwood Shores.
Charles Eicholtz, 19 Admiralty Place, representing Seabridge Community
Association, advised that his Association had adopted a resolution opposing the
rezoning of the subject 8.6 acre parcel. Mr. Eicholtz suggested that if
the City does not grant the application making it possible for the property to
be used for parking, that BFI will not find it economically feasible to
construct the transfer station.
Lawrence C. Smith, 20 Admiralty Place, stated that the north end of the San
Carlos airport runway points into the subject area, and since seagulls will be
attracted to the station site, an air safety hazard will be created.
Charles Evans, 531 Anchor Circle, said he did not live here at the time San
CatLos granted the application to build the transfer station and reported his
observations of the South San Francisco transfer station indicate such a
station will be undesirable. Mr. Evans urged Council members to meet with
representatives of San Carlos to attempt to remove the threat of construction
of a transfer station.
John Ingenthrom, 560 Cringle Drive, stated he has a business at Holly and
Industrial Roads and expressed concern about a potential traffic problem there.
Mr. Ingenthrom urged Council to deny the application.
John Murphy, 421 Luff Lane, suggested that a use permit would not be required
for the proposed "IR" District. Assistant City Attorney Maloney advised that
the City has the authority and right to require a use permit for any building
constructed on that site for integrated use with a transfer station in San
Carlos.
Mr. Murphy commented concerning the probable size of the transfer station
buildings.
ind Reg.Mtg.
8/24/81
Page 5
d2, t/
s f
