(continued) Frank Souza, owner, 1718 Broadway, suggested roe
the proposed development will bring new people
into the area through residences and business
and encourage downtown business. Mr. Souza
urged Council to deny the appeal and proceed
with the development.
In response to question, Planning Director
Schroeter advised that once the mixed use
structure is approved, then its design must
work with it, and that an architectural permit
would be issued which is subject to appeal to
the City Council. He observed that the general
size, shape, location and division of space of
the mixed use building would be approved and
the architectural design must fit or perhaps
alterations made to accommodate an approved
design.
Fred Herring, Herring and Worley, 1741 Broadway,
described the properties in which he is pres-
ently involved, noting that they include older
buildings where preservation may be a con-
sideration, and vacant lots, and suggested the
diversity is interesting. In response to
questions regarding architectural design and
the Council's desire for excellence, Mr.
Herring observed that there are a series of
needed permits which are on a conceptual level,
and that if the development is approved, then
he can move on to specifics. He replied to mu%
questions regarding adequacy of parking, noting
that the property has been in the parking dis-
trict and could therefore expect relaxation woo
of business parking requirements in the
building and stated that his projects are in-
tended to work together, but different time-
tables prevent preparation of a total concept
plan.
(Council recessed from 8:50 to 9:00 p.m.)
Constant Davis, 566 Compass Circle, architect,
member of AIA, retired from General Services
Department of San Mateo County, is affiliated
with Herring and Worley, and has studied their
projects. Mr. Davis suggested the projects are
an exciting addition to downtown and offer
nothing incompatible with historic preserva-
tion of Main Street. In response to question,
Mr. Davis said the projects are contemporary
design as were those which are now called "turn
of the century"; that good architecture from
different times can exist compatibly together;
and that old-style false fronts or old building
techniques are not appropriate or desirable.
Mr. Sposito again stated that he favors sym-
pathy between new and old development on Main
Street.
Mrs. Woodhams noted the Titus Hilton Building
now used for American Printing is also of
historic interest.
In response to question as to what he favors,
Mr. Rogoway stated that he would like the
Adj.Mtg.
1/26/81
Page 4
