Chandler February 21, 1981 <br /> Marguerite Leipzig 8:30 a.m. <br /> Bill Rhodes <br /> MID-YEAR BUDGET REVIEW <br /> Adjourned Meeting <br /> Budget Study Session """% <br /> The Council of the City of Redwood City met on this date at 8:45 a.m. <br /> with Mayor Biagi presiding. <br /> Councilmen present: Britschgi , Bury, Chandler, Leipzig, Rhodes, <br /> Stangel (arrived at 9:25 a.m. ), and Mayor Biagi <br /> Councilmen absent: None <br /> Officials and staff present: Fales, Schricker, Ference and Addiego, <br /> Bold, Griffiths, Patterson, Vollmayer, Reggetts <br /> MID-YEAR STATUS REPORT 1980-81 <br /> City Manager Fales explained that this year's report was prepared on an <br /> exception basis so as to be less confusing, and to focus on objectives <br /> that are not right on schedule, as well as on those areas that need <br /> attention, so that it could be gone through more easily. <br /> HUMAN SERVICES <br /> Training for Public Service <br /> The objective was to place 138 people in positions with the City and <br /> non-profit community organizations. However, placements during the <br /> first three months were limited to 28, and City Manager Fales noted woe <br /> that CETA funds have been cut, and indications are that the program <br /> may very well be phased out; that most of the people in the City's <br /> program have always been placed with outside agencies. Discussion <br /> followed regarding whether the program should be eliminated now, or <br /> continued as long as there is any federal funding; that the partici- <br /> pants must be Redwood City residents, and that the majority of them <br /> are contracted out to other agencies such as Sequoia Hospital and <br /> Stanford Research, for example. It was suggested that the actual <br /> decision be deferred as to whether or not to continue the program <br /> until such time as the 1981-82 budget is considered. <br /> Social Service Centers <br /> Fair Oaks Community Center <br /> FOCC Information and Referral <br /> City Manager Fales pointed out that where the listed objectives and <br /> status are left blank, this means that the objectives are being met. <br /> It was noted that the demand for Information and Referral services <br /> was less than expected, and the reason may be the senior center across <br /> the street from the Center, and the possibility that this is one area <br /> where duplication of services might exist. City Manager Fales ad- <br /> vised that a service plan of the Senior Advisory Committee should be rim% <br /> available in about two weeks, and should be of value in considering <br /> the next budget. Council indicated also that they will want to look „tee <br /> at the overall social services budget for next year. In response to <br /> comment by Council , Mr. Fales advised that there is widespread mis- <br /> understanding by some community groups regarding how our Revenue <br /> Sharing Money may be used, all of which goes to the Fire Department. <br /> Adj.Mtg. <br /> 2/21/81 <br />
