473 <br /> COMMUNITY DEVELOPMENT <br /> Long Range Planning <br /> In response to questions, Mr. Patterson advised that the revision of <br /> the General Plan will be done by the Planning Commission element by <br /> element; that the Housing Element is mandated by the State to be com- <br /> pleted by September; and that the public hearings and neighborhood <br /> meetings all require time. Discussion followed regarding the fact <br /> '""' that the revisions may not require as much time as the original General <br /> Plan, since some elements may not need revision. <br /> Discussion of the Economic Element related to the fact that this ele- <br /> ment had never reached the final stage; that the schedules have had <br /> to be changed to comply with what the State Legislature considers at <br /> the moment to be the most important, and in this case, the Housing <br /> Element took precedence. <br /> It was noted that the Middlefield Neighborhood Plan will be part of <br /> the rehabilitation program. <br /> Council inquired why the waterfront study was considered a strong ob- <br /> jective and City Manager Fales recalled that last summer the directive <br /> by Council had to do with the fact that while there had been a number <br /> of studies, the Port Commission had not ever formally adopted one, <br /> and the Council thought it should adopt, through the proper process, <br /> a policy for the whole waterfront, and that such policy should be <br /> supplemented by the specific area plans submitted (by Mobil , for <br /> example), and the resulting information be used as a basis for making <br /> policy decisions. Discussion followed regarding the need to consider <br /> rezoning; the desirability of changing the zoning of areas designated <br /> "Tidal Plain" since it implies that the land is open space or marsh <br /> land; that perhaps the designation of Tidal Plan should be done away <br /> with and something such as "Urban Reserve" substituted; that part of <br /> the Redwood Peninsula is already so designated. <br /> Iwo City Attorney Schricker responded to questions as to procedure to <br /> accomplish a zoning change, and added that first a decision must be <br /> made as to the new designation; that the problem with "urban reserve" <br /> is in defining exactly what it means and that it also raises psycho- <br /> logical connotations in a manner similar to "Tidal Plain. " <br /> Another suggestion offered was that it might be called "Future <br /> Development", and Mr. Schricker indicated this might be possible, and <br /> that beyond selection of a designation, it would be necessary to state <br /> what the standards are and the purpose of the designation. <br /> Mr. Fales pointed out that for the area east. of the freeway, the <br /> jurisdiction of the City is somewhat limited, so that what is needed <br /> is to select a zoning category and general plan category that will <br /> place the City and the Port in a better position to negotiate with <br /> regional , State and other agencies. He also suggested that a portion <br /> of the area could be designated "Port Industrial ." Discussion con- <br /> tinued regarding the current approach of negotiating with all of the <br /> other agencies to try to come to some agreement on a line of demarca- <br /> tion, which has not worked, and that the better approach is to take <br /> a definite tack. <br /> �..., Mr. Patterson advised in response to questions that the process of <br /> adopting such changes that the text would not take long, but recom- <br /> mended keeping parts of the peninsula zoned "TP", for example, Bird <br /> Island and wildlife areas. <br /> It was suggested that, because of the mixed jurisdictions, it would <br /> be well for the Port Commission and Planning Commission to meet in a <br /> study session at some point before the matter comes before Council <br /> and come to some agreement, at least for the area surrounding the Port. <br /> Ad j.Mtg. <br /> 2/21/81 <br /> Page 2 <br />
