47:4 . <br /> Council briefly discussed the fact that a joint meeting with the Port <br /> has been requested, although not scheduled and that Council should <br /> meet with them to discuss the philosophy of the proposals. <br /> Housing and Development <br /> In response to question by Council , City Manager Fales advised that <br /> with respect to a Marks-Foran bond issue, at this point the County <br /> has decided not to go ahead with the original State bonding because <br /> the Federal Housing Finance Act prohibits issuance of bonds now, the <br /> State Housing Bond Credit Committee has blocked issuance of bonds '""' <br /> since November, and finally the market is not right at this time for <br /> the issuance of bonds, anyway; that apparently the House Ways and <br /> Means Committee is willing to take another look. <br /> Mr. Fales mentioned two pending bills, Foran's SB 215, which would <br /> increase gasoline taxes by 2¢, 2/3rds of which would be returned to <br /> cities and counties for street construction and maintenance, and an <br /> amended Boatwright Bill , both of which the Legislative Committee <br /> might take a position on. <br /> Mr. Fales advised with respect to questions on the Economic Development <br /> Study, that one of the expectations to enable the conduct of the study <br /> was that we would obtain good hard data out of the 1980 census, which <br /> has not happened, and if the City is to do it, it would be a major <br /> effort, but that the housing rehabilitation program is taking all <br /> of the Housing Officer's time. <br /> Discussion related to the Historic. Preservation Area, the fact that an <br /> Advisory Committee has been formed and that eventually they will pre- <br /> sent their recommendations to the Planning Commission. Reference was <br /> made to a building at 2600 Broadway and the technique being used to <br /> test the soundness of the building. Mr. Fales indicated that normally <br /> this is supervised by a structural engineer and the responsibility for <br /> providing the data on which to base a decision is that of the owner <br /> through his structural engineer. <br /> Development Control <br /> No discussion <br /> Design Engineering <br /> Mr. Addiego advised that partly due to employee turnover, the Veterans <br /> Boulevard project is a little behind schedule, and in response to com- <br /> ments regarding the poor appearance of the street beyond Casa de Redwood, <br /> he indicated that will be the project, and will also include curbs, <br /> gutters and lighting, that once the design is done and costs have been <br /> determined, they will decide whether to involve the property owners in <br /> an assessment district, or to use Gas Tax funds; that if any block has <br /> more than 50% of the sidewalks and gutters in, the owners of the re- <br /> maining property on that block can be forced to participate in the <br /> improvements. <br /> Community Promotion <br /> Mr. Ference explained in response to question that the Transient <br /> Occupancy Tax is combined in the exhibit for this report, but will <br /> show up in the regular proposed budget. Comment was made regarding <br /> the difficulty the Chamber of Commerce has in persuading large de- ..ai <br /> partment stores or developments to become members, but that this is <br /> typical of large companies since they feel if they join one organi- <br /> zation they are obligated to join all , with the end result that they <br /> join none. Further discussion related to the new office forms con- <br /> solidating various permits, which has streamlined the procedure, both <br /> in Public Works and in the Building Department, and will save months <br /> in processing time for large construction projects. <br /> Ad j.Mtg. <br /> 2/21/81 <br /> Page 3 <br />
