.. ......_._...................... .. <br /> Administering the Library System <br /> Technical Services <br /> Public Services <br /> Mr. Vollmayer commented and replied to questions regarding the <br /> success of the alarm system; the overcrowded conditions in all <br /> areas of the library, including the work area; that the Poole <br /> warehouse is almost full and that materials are constantly moving <br /> back and forth, not only between the warehouse and main library, <br /> but also the branches; that they do not have the staff to do as '"'" <br /> much of this as they would like; that the Technical Process De- <br /> partment, which prepares books for public use, is across the ..+ <br /> parking lot; and the difficulty for staff to serve the public <br /> under the crowded conditions. <br /> TRANSPORTATION <br /> Traveled Way Maintenance <br /> In response to questions, Mr. Addiego advised with regard to the <br /> roads to Pete's Harbor and to the Port that the road to Pete's <br /> Harbor is private, and that with respect to Harbor Boulevard, they <br /> are working with the Port to provide traffic signals and left-turn <br /> lanes. Discussion followed, in which Council indicated that improve- <br /> ments to the road should be considered high priority. <br /> Traffic Control Maintenance <br /> Mr. Addiego reported that the State has recently approved the pave- <br /> ment marking program, and this will be used for striping, stop bars <br /> and street legends. <br /> Street Lighting <br /> In response to questions regarding taking over the rest of the street <br /> lighting from PG&E, City Manager Fales advised that the City is en- "" ' <br /> gaged in such a study now and expects to have a recommendation for <br /> Council in March. There will also be a letter for Council approval <br /> which is to be sent to a number of other cities believed to be thinking <br /> along similar lines. He indicated that much information has been <br /> accumulated about PG&E lighting schedules which will make a good <br /> case before the State Public Utilities Commission in terms of the <br /> rationality of charges for lighting, whereby it costs more to use <br /> less energy for street lighting, which makes no sense in an age of <br /> diminishing resources and of energy conservation. He stated that <br /> PG&E owns about half of the system and the City the other half, and <br /> named a number of other cities in the area that are considering out- <br /> right purchase also. He added that the State has a low interest loan <br /> program under which a city can borrow money to effect changes in the <br /> street lighting system and pay the loan off. <br /> ENVIRONMENTAL SUPPORT & PROTECTION <br /> Water System Administration <br /> Water System Replacement <br /> Water System Improvements <br /> Mr. Addiego explained in response to question by Council that the <br /> reason objectives are not being met is that plans are in process and <br /> the work will actually be done later in this fiscal year.
