47 <br /> Waste Water System Maintenance & Operations <br /> Mr. Addiego .described the procedure for smoke testing the lines. <br /> General <br /> Finance Director Ference advised in reply to question by Council that <br /> the spring clean up has been scheduled for the week of April 6, and <br /> that notices are included in the water bills that are now going out. <br /> rA* <br /> PUBLIC SAFETY <br /> ine <br /> Administering Law Enforcement <br /> Police Chief Bold commented and replied to questions regarding vacant <br /> positions in his Department, that out of 60 applicants only five or <br /> six potential candidates remain, others having either dropped out or <br /> failed along the line in the lengthy process of examinations, which <br /> include a written exam, oral exam, psychological testing, and physical <br /> examination. He advised that a comprehensive report is being sent to <br /> the City Manager recommending a program that will allow lateral entry <br /> into the ranks of qualified officers above the third step. Mr. Fales <br /> noted that this will require an amendment to the City's Code. <br /> Mr. Bold described some of the methods they are implementing to interest <br /> applicants, and it was also pointed out that the new salary range may <br /> improve prospects for attracting applicants. <br /> Administering Fire Safety <br /> Fire Suppression <br /> Fire Prevention <br /> Fire Training <br /> Disaster Protection <br /> City Manager Fales commented that in addition to an educational <br /> program to the public regarding sprinkler systems and smoke alarms, <br /> and an inspection program, the Fire Protection Engineer, with the <br /> command staff of the Fire Department, is working on additional <br /> legislation relating, to sprinklers in planned developments. He <br /> noted that the City bought 250 smoke alarms and gave them to senior <br /> citizens for installation, and continued that program with Block <br /> Grant funds for low income areas of the City where the structures <br /> might be more susceptible to interior fire hazards. He added that <br /> they do not want to do anything that will inordinately raise the <br /> price of housing, that the more feasible the cost for sprinkler <br /> protection, the more it becomes feasible to require the installation. <br /> Discussion followed regarding the Consolidation Study (Ernst & <br /> Whinney), that the time schedule called for completion in May, but <br /> that a lot of cost data had to be restructured. <br /> POLICY DEVELOPMENT & IMPLEMENTATION <br /> Legislative/Policy Determination <br /> Mr. Ference replied to questions regarding the implementation of the <br /> new process of collections for parking violations, and advised that <br /> „„ the anticipated starting date is April 1. <br /> Management/Policy Execution <br /> Mr. Fales advised that the senior citizens center is scheduled to go <br /> to bid in March.
