4 "7 :. <br /> Station No. 1 at the Municipal Services Center, the architectural <br /> design being done by Lyon and Brown is continuing. He suggested <br /> that it may be necessary for the Council to sit down with the Port <br /> Commission because the more serious the discussion of a coal terminal <br /> at the Port becomes, the more concerned the City gets with respect <br /> to relocation of Station No. 1, with the possible situation of trains <br /> going through as many as ten times a day, each taking 48 minutes to <br /> pass by, and considering the high value area along Veterans Boulevard <br /> and downtown that the station has to cover. Discussion by Council <br /> followed and it was generally agreed that a Joint meeting with the <br /> Port Commission-is advisable in the near future. <br /> Director of Public Works Addiego responded to questions regarding the ,,o <br /> Eastside Transportation Study, which he indicated was about 30 days <br /> behind schedule but should be completed in about sixty days; that in <br /> addition to the Eastside Transportation Study, there is a second part <br /> covering rail access, which is about 30% complete. He explained that <br /> it takes time because of having to deal with the railroad, CalTrans <br /> and the companies that are utilizing the railroad, but that the study <br /> is coming along well . <br /> Policy Development and Implementation <br /> In response to question regarding progress on Hayakawa's bill to de- <br /> lete bilingual requirements for elections, Mr. Fales advised the bill <br /> is still pending. <br /> Fiscal Control Services <br /> Mr. Ference advised that they plan to start a procedural review of <br /> Cash Management as soon as they hire a new Senior Accountant. <br /> ORGANIZATIONAL SUPPORT PROGRAMS <br /> General "' <br /> Council commented on the poor appearance of the kiosks downtown and �••+ <br /> asked that something be done to restore them. Mayor Biagi suggested <br /> that the maintenance of the Kiosks could be added to the matters to <br /> be discussed with the Downtown Merchants Association at the forth- <br /> coming meeting. Council also suggested obtaining estimates for costs <br /> to repaint the kiosks. <br /> Mr. Addiego advised that a report to the City Manager is being pre- <br /> pared regarding sidewalk repairs, and that he might be suggesting a <br /> maintenance district for downtown sidewalks. He also advised that <br /> they intend to double the wattage for downtown street lights, that the <br /> trees have grown and although it will cost more for energy, the <br /> lighting will be improved. <br /> Building Maintenance & Repair <br /> Mr. Addiego advised that due to retirement of one Maintenance employee <br /> and illness of the other, maintenance has been delayed, but that they <br /> are in the process of recruiting to fill the vacancy. <br /> Vehicle & Equipment Services <br /> Police Chief Bold reported that there are two bills pending in the <br /> legislature which would exempt emergency vehicles from requirements <br /> for pollution control devices, which would save on maintenance of the <br /> engines, as well as improve fuel consumption.
