248
HUMAN SERVICES (continued)
Dennis La Buda (see above) advised that RSVP does not create programs,
but provides volunteers to assist in already established human
services programs, acknowledging that in certain limited circum-
stances the agency may create a service.
Mr. Irizarry replied to questions concerning possible duplica-
tion of services to youth by the YMCA and PROBE, stating that the owl
services complement each other in that the YMCA has programs which
would be beneficial to East Redwood City youth, while PROBE has the
credibility with them which might make it possible for the PROBE
street worker to direct them to the YMCA. Mr. Irizarry pointed
out that although the program may be directed at youth, if crime
and vandalism in the Fair Oaks area can be reduced, everyone in
the City will benefit.
In response to question, Mr. La Buda of RSVP advised that his
agency is pursuing the possibility of obtaining a VISTA position.
Mayor Biagi then asked Council to vote on the allocations for each
human service agency.
M/S: Leipzig/Bury to allocate $18,000 to PROBE Social Service
Advocacy and Youth Direction Projects in the 1980-81 Annual Budget.
Carried unanimously by voice vote.
{ M/S: Leipzig/Stangel to allocate $17,200 to Sequoia YMCA - Fair
Oaks Outreach in the 1980-81 Annual Budget.
Carried unanimously by voice vote.
M/S: Bury/Rhodes to allocate $12,000 to the Community Education
Center in the 1980-81 Annual Budget. ...
Carried unanimously by voice vote.
M/5: Stangel/Bury to allocate $12,000 to Target Education &
Welfare Council Senior Drop-In Center in the 1980-81 Annual Budget.
Carried by majority voice vote which Mayor Biagi determined to be
4-1.
M/S: Bury/Leipzig to allocate $10,
000 to the Police Youth Club
in the 1980-81 Annual Budget.
Carried unanimously by voice vote.
M/S: Leipzig/Stangel to allocate $6,600 to Sequoia YMCA - Youth
& Family Services in the 1980-81 Annual Budget.
Carried unanimously by voice vote.
M/S: Leipzig/Stangel to allocate $6,000 to the Emergency Hunger
Fund in the 1980-81 Annual Budget.
Carried unanimously by voice vote.
M/S: Rhodes/Bury to allocate $2,000 as recommended by the City
Manager plus the $1,200 recommended allocation to Deaf Self-Help
which has withdrawn its request for funding, for a total of $3,200
to Center for Independence of the Disabled.
Carried unanimously by voice vote.
M/S: Bury/Stangel to allocate $1,000 to Service League of San
Mateo County in the 1980-81 Annual Budget.
Carried unanimously by voice vote.
Budget Study •
6/14/80
Page 5
