247 <br /> HUMAN SERVICES (continued) <br /> PROBE Social Service Advocacy and Youth Direction Projects and <br /> Target Education & Welfare Council IndoChinese Refugee Project <br /> .,, Clifford Boxley, Director, stated that the funds requested for <br /> the IndoChinese Refugee Project are intended to cover cost of <br /> some bookkeeping, space rental , etc. while federal legislation <br /> is pending which will provide assistance for the refugees. <br /> Mr. Boxley advised that with regard to the youth projects, it <br /> is hoped it will be possible to have a street worker to get <br /> the attention of local youth and attempt to direct them into <br /> appropriate programs. <br /> (Council recessed from 10:30 to 10:45 a.m. ) <br /> Human Services Coordinator Irizarry responded to questions suggesting <br /> there is considerable duplication of information and referral (I&R) <br /> services being provided by the various human services agencies. <br /> Acknowledging that some overlap may exist, Mr. Irizarry advised <br /> that some I&R services are quite general , while individual agencies <br /> offer specific information related to their own clientele - seniors, <br /> disabled, youth, etc. <br /> Discussion followed and City Manager Fales commented and replied to <br /> questions regarding the requirement that beneficiaries of City <br /> assistance be residents of Redwood City; the City's record in <br /> being sympathetic to human service needs; the need for specific <br /> I&R services to meet individual needs; the fact that the Senior <br /> Drop-In Center was funded by the City as the basis of its being <br /> r"" a casual neighborhood drop-in facility for older residents; <br /> whether it was anticipated it would become a senior citizen social <br /> hor service center; whether youth programs overlap or complement each <br /> other; the fact that being the County seat creates certain human <br /> service problems in Redwood City; the desirability of building <br /> self-sufficiency rather than reliance on assistance programs; and <br /> the numbers actually being helped to become independent. <br /> Sally Salinas (see above) stated that the Senior Citizens Advisory <br /> Committee acknowledges a need for two senior centers in Redwood <br /> City and suggested that the proposed Veterans Building Senior Center <br /> will duplicate services now offered at her Senior Drop-In Center <br /> and at Fair Oaks Community Center. Ms. Salinas suggested the <br /> experienced staff in those locations could be used to provide. <br /> services. Ms. Salinas replied to questions regarding proposed <br /> use of the funds requested and the reports she is required to make <br /> to certain agencies. In response to question, she stated that the <br /> budget request for $27,951 for 1980-81, as compared to the allocation <br /> of $8,900 received for 1979-80, was made because of loss of CETA <br /> (Comprehensive Employment and Training Act Program) employees which <br /> would make the program more costly. <br /> It was pointed out that CETA is a temporary training program and <br /> agencies have been admonished not to expect to rely on CETA em- <br /> ployees as permanent help. Assistant City Manager Smith and Mr. <br /> Irizarry commented concerning the status of the CETA program and <br /> the difficulties in using CETA workers by agencies which need <br /> additional help they cannot expect to be able to provide if the <br /> CETA program is not continued. <br /> Budget Study <br /> 6/14/80 <br /> Page 4 <br /> b <br />
