253 <br /> LEISURE, CULTURAL AND INFORMATION SERVICES (continued) <br /> offered for sale at the annual book sale; that the 10t per <br /> day fine for overdue books should not discourage use of the <br /> Library, since there is no reason for books to be overdue; <br /> that hours of operation are expected to be the same in <br /> 1980-81 as for the present year; and that the new book <br /> security system should substantially reduce the approximately <br /> $10,000 per year being lost through book thefts. <br /> Iwo PARK AND RECREATION FACILITY IMPROVEMENTS <br /> Reviewed <br /> M/S: Bury/Leipzig to approve all of the above items considered today <br /> as presented on pages 9 through 30, except as modified by Council <br /> action as the record may show. <br /> Carried unanimously by voice vote. <br /> TRANSPORTATION (pp. 31-39) (pp. 31-35 reported below; for pp 35-39, see <br /> Minutes of Budget Study Session of June 21, 1980) <br /> TRAFFIC SAFETY <br /> TRAFFIC ENFORCEMENT AND INVESTIGATION <br /> In response to question, City Manager Fales advised no finan- <br /> cial or other assistance is expected from the schools with <br /> opm, regard to the Crossing Guard Program <br /> V�wrr TRAFFIC ENGINEERING <br /> TRAVELED WAY MAINTENANCE <br /> In response to questions, Mr. Fales stated that more expensive <br /> seal coat work could be done on fewer streets for the same cost <br /> and that inconvenience is very short term and necessary, if <br /> streets are to be maintained in a safe condition at minimum <br /> cost. <br /> Director of Public Works Addiego advised that the type of seal <br /> coat in use by the City offers the least expensive way to keep <br /> streets from deteriorating. <br /> TRAFFIC CONTROL MAINTENANCE <br /> In response to question, Mr. Fales and Mr. Addiego advised that <br /> the new material substituted for painting of crosswalks, etc. <br /> is not semi-permanent as advertised and traffic markings must <br /> continue to be painted frequently. <br /> STREET LIGHTING <br /> (:: In response to questions, City Manager Fales advised that there <br /> are some changes in the rate schedules of Pacific Gas & Electric <br /> Company to reflect the lower energy use of low sodium vapor <br /> street lights. Mr. Fales said that if the rate reductions do <br /> not truly reflect the lowered energy use, the City may wish to <br /> go directly to the State Public Utilities Commission to request <br /> more appropriate rate reductions. <br /> Budget Study <br /> 6/14/80 <br /> Page 10 <br />
