Pamela D. Carlston, 2351 Larkin Street, San Francisco, representing Western Traction
Company, Union City, referred to her letter of June 16, 1980 distributed to Council
members this evening regarding their bid on "Truck Mounted Hydraulic Sewer Cleaner"
(Sewer Flusher Truck) opened May 13, 1980. Ms. Carlston advised that she believes
Western Traction is the low bidder, suggesting that a misinterpretation has occurred.
Ms. Carlson asked that the bids be evaluated again.
City Manager Fales advised that he has received a letter from Ms. Carlston also and
plans to investigate and reply in writing.
In response to question, City Attorney Schricker advised that full investigation is
necessary before it can be determined whether any change can or should be made.
(memo 6/17/80)
2. Councilman Britschgi referred to copies of correspondence regarding the Southern
Pacific Transportation Company Depot (SP). He noted that SamTrans has applied for
some $6.5 million for depots and suggested that some action must be taken so that
commuters will be protected from inclement weather next winter, since the present
depot must be demolished.
} Discussion followed and it was generally agreed that the City's priorities with re-
gard to a depot are that the present structure must be demolished; that an immediate
interim solution is necessary; and that a long term solution should be forthcoming
soon. It was pointed out that because of the condition of the present fire damaged,
hazardous depot which must be demolished, the City should have first priority for a
new depot.
City Manager Fales suggested that it is the joint responsibility of SP and SamTrans
to provide at least temporary shelter for commuters. He stated that he will bring
up the Council 's priorities when the City representatives meet with those of SP
in July.
