264 <br /> PUBLIC SAFETY (continued) <br /> Fales indicated the problems are recruitment and turnover, <br /> as well as social attitudes, the fact that offers are being <br /> made by private industry, and finally, the length of time it <br /> takes to process applicants and place them. Police Chief <br /> Bold described the several steps involved in processing the <br /> applicant through Personnel , written examination, oral exami- " !I <br /> nation, then a psychological exam, then background investi- <br /> gations. If these are passed, then a physical exam follows. <br /> He indicated the selection process takes as much as three <br /> months to complete, and they attempt to cycle the hiring <br /> operation to coincide with police academy openings. Mr. <br /> Fales explained some of the problems resulting from Proposi- <br /> tion 13 cutbacks, and advised that it is necessary to con- <br /> sider the whole effort of keeping qualified dedicated <br /> employees, not only in Public Safety, .bu.t also in other <br /> departments. <br /> Mayor Biagi asked that a report be prepared by staff analyzing <br /> the recruitment and hiring process. <br /> Law Enforcement Auxiliary Services <br /> Crime Prevention and Apprehension <br /> Discussion related to a police reserve program, the fact <br /> that Menlo park and Atherton utilize a large number of re- <br /> serves and pay them; that Redwood City currently has eight <br /> reserves; and to the possibility of using non-sworn officers <br /> to investigate non-crime matters. <br /> •-•► <br /> (Council recessed for Lunch from 12:15 to 2:00 p.m. ) <br /> Criminal Investigation <br /> Law Enforcement Training <br /> Central Communications <br /> Mr. Fales noted that the new center is under full operation <br /> and functioning well . <br /> FIRE SAFETY <br /> Administering Fire Safety <br /> City Manager Fales referred to Objective 5 regarding speci- <br /> fications for a standard pumper, indicating that it was hoped <br /> the City could participate in a cooperative purchasing pro- <br /> gram with other agencies with regard to replacing equipment. <br /> Mr. Fales responded to question regarding a proposed consoli- <br /> dation of fire services, advising that there is no timetable, <br /> but that it would be a major financial adjustment downward; <br /> that.s.ince it involves other agencies and at this point it is <br /> unknown what they will desire to do, it is impossible to pre- <br /> dict how long it will take to arrive at agreement. <br /> Fire Suppression <br /> Mr. Fales indicated that the objective to implement a physical <br /> fitness training program ties in with the Risk Management Pro- <br /> gram, and that training will be included as part of the work day. <br /> Budget Study <br /> 6/21/80 <br /> Page. 6 <br />
