It was noted by Council that <br /> press coverage is sometimes presented in such a way as to <br /> cause unnecessary concern by the Shores residents in direct <br /> conflict with the facts. Mr. Fales and Mayor Biagi pointed <br /> out there have been several meetings with the RSHO Association <br /> and discussed with them the fact that response time to Redwood ... <br /> Shores is no worse than for any other part of the City, and <br /> in many cases is better. <br /> In response to a comment by Mayor Biagi regarding imple- <br /> mentation of the Redevelopment Agency, City Attorney Schricker <br /> advised that Council is already a Board of that Agency, and <br /> suggested either meeting on a regular basis with the Agency's <br /> own agenda, or setting up a standing item on the Council 's <br /> agenda for Board reports. Assistant City Manager noted that <br /> the City has gone through the phases and is now at step 3 of <br /> implementing the Redevelopment Agency. Mr. Fales indicated <br /> that there may be nothing to report for the next few months, <br /> but that it was a good idea to keep it visible. <br /> Mr. Fales advised in response to question by Council that the <br /> areas of Emerald Lakes, North Fair Oaks, and agricultural <br /> lands near Horgan Avenue have been assigned to the City as <br /> being within its sphere of influence, that consideration of <br /> these areas preferably should be taken up outside the Planning <br /> { Commission because of the heavy load of priorities they al- <br /> ready have, but that perhaps it could be considered after <br /> their study of vacant land within the City. <br /> M/S: Chandler/Britschgi to approve all items considered beginning at <br /> page 31 through page 60, except as modified by Council action. <br /> Carried unanimously by voice vote. <br /> (Councilman Chandler left the meeting at 3:07 p.m. and did not return) <br /> POLICY DEVELOPMENT AND IMPLEMENTATION (pp 61-68) <br /> LEGISLATIVE/POLICY DETERMINATION <br /> MANAGEMENT/POLICY EXECUTION <br /> LEGISLATIVE SERVICES/RECORDS MANAGEMENT <br /> CONSENSUS: Mayor Biagi determined that it was the consensus <br /> of Council to approve the request of the City Clerk to re- <br /> store to the final budget goals and objectives as they were <br /> originally submitted for her department budget 1980-81. <br /> Council briefly discussed the matter of frequency of Council <br /> meetings, that fewer than four per month has been tried and a <br /> certain amount of continuity is lost, action is delayed on wit <br /> certain items, the necessarily heavier agendas resulted in <br /> lengthy meetings and the possibility of flawed decision- <br /> making; that Council has the capability of cancelling a <br /> meeting if it appears unnecessary to hold one. <br /> Budget Study <br /> 6/21/80 <br /> Page 8 <br /> i � <br />
