269 <br /> CAPITAL IMPROVEMENTS PROGRAM (pp. 81-86) <br /> Mr. Fales called attention to an error on pg. 84, and to the memo- <br /> randum dated June 9, 1980 from the Director of Finance to show the <br /> correct information. <br /> MUNICIPAL SUPPORT FACILITIES <br /> imo Mr. Fales reviewed each of the four projects and commented that <br /> after relocation of the headquarters fire station at the Munici- <br /> pal Services Center, Fire Station No. 1 will be used for offices <br /> for the City Attorney, Finance and possibly other offices, and <br /> estimated three to five years to complete the program, <br /> LEISURE AND CULTURAL FACILITIES <br /> Mr. Fales noted that Phases 2 and 3 of Canyon Park were not in- <br /> cluded this year, and that the projects listed are existing parks; <br /> that Dickey Street Parking area reconstruction pre-dated Canyon <br /> Park but had never been done. Mr. Griffiths advised that <br /> Stafford and Mezes Parks are in the Capital Improvements budget <br /> because very little has been done with them, and plans are to <br /> move the play areas away from the street and renovate the <br /> restrooms. <br /> John Clark, representing the Park and Recreation Commission, <br /> urged consideration of Canyon Park in this budget, displayed <br /> a drawing of their concept of what Canyon Park will look like <br /> when developed, and explained the Commission's reasons for <br /> putting that park as their top priority project, that there is <br /> need for a park in that area, and urged inclusion of Phase II <br /> P°"" Canyon Park in the budget. Discussion followed regarding <br /> whether funds could be found for Canyon Park; whether the tax- <br /> payers of the City should pay for a park for the residents of <br /> the Emerald Hills area; that parks the City builds and main- <br /> tains should be for the use of its citizens; that prior to <br /> the public hearing staff is to review and report back to <br /> Council on July 14. <br /> TRANSPORTATION PROGRAM FACILITIES <br /> In response to question, Mr. Addiego advised that the Veterans <br /> Boulevard project will include Jefferson Avenue and utilities <br /> will be undergrounded. Further discussion related to land- <br /> scaping El Camino Real , that there is a domestic water supply <br /> problem, that a large part of the $86,600 will be used for <br /> electrical installation and cut out areas for future land- <br /> scaping, that the City was forced by the State to do the medians <br /> their way; that the State will be doing their final study, and <br /> there is no point in landscaping until there is assurance the <br /> State accepts the highway; that in neighboring cities with the <br /> same problem , the medians were filled in and capped with land- <br /> scaping, that it would be possible to lay pvc pipe for a water <br /> supply on top of the asphalt.
