CONSENSUS: Mayor Biagi determined it to be the consensus of Council to <br /> refer the report of the City Clerk of July 31, 1980 on "Expenses Relating <br /> to Implementation of Minority Language Provisions of the Federal Voting <br /> Rights Act in the General Municipal Election of April 8, 1980" to the <br /> �,.,., Legislative Committee for consideration and possible recommendation con- <br /> cerning Senator Hayakawa's bill.
