353
AGENDA (continued) ACTION TAKEN (continued)
PUBLIC HEARINGS (continued) PUBLIC HEARINGS (continued)
1. (continued) to preserve lots larger than the typical 60-
foot width. In further response to questions,
Mr. Schroeter advised that the sideyard setback
requirement in the "R-1" District is six-feet,
while it is seven-feet in "RH".
In response to question relating to use of
solar energy for power, Mr. Schroeter advised
that encouragement of such use is important,
but that he believes a solar engineer should
be able to find the means to install it on a
property as large as that of the appellant and
remain within the sideyard setback requirements
for the property. Mr. Schroeter advised that
variances have been granted for properties in
the area.
Justin Rockwell, 2682 Eaton Avenue, appellant,
introduced Mrs. Rockwell and his neighbors who
would be most directly affected if the variance
he has requested is granted, advising that his
neighbors support his request. Mr. Rockwell
provided various elevations of the proposed
additions to his home for Council review. He
stated that according to the professional
opinion of those installing his solar col-
lectors, the 480 sq. ft. required to do the
job must be constructed according to the plan
submitted in the application for variance.
Mr. Rockwell called attention to his memorandum
attaching an appendix of six exhibits filed
with the City Clerk on September 11, 1980 and
distributed to Council as part of the appeal.
boor Mr. Rockwell observed that photographs were
also provided to the Mayor for use of all
Council members.
Mr. Rockwell reviewed his memorandum page by
page, responding to Council questions re-
garding details relating to requirements of
solar collectors; consideration of other de-
signs which would not require a variance;
support of neighbors; the granting of a similar
variance to Joyce and Joseph Arrata at 118
Eaton Villa; and his desire to retain the
architectural integrity of his present home.
Mayor Biagi invited anyone else present who
wished to speak to do so. No one wished to
speak.
M/S: Chandler/Stangel to close the public
hearing. Carried unanimously and public
hearing closed at 8:07 p.m.
M/S: Rhodes/Leipzig to reverse the decision
of the Zoning Administrator and grant the
application of Justin Rockwell, 2682 Eaton
Avenue, for a variance relating to addition of
Reg.Mtg.
9/15/80
p,..
