(continued) City Manager Fales advised that the specific <br /> appeal is related to one of the Tentative Map <br /> conditions, namely, that the developer contri- <br /> bute 25% of the cost of a 1" A.C. overlay of <br /> existing Redwood Shores Parkway, as stated on <br /> Page 9, section M, item 1.c of the memorandum <br /> of September 24, 1980 of the Director of Public <br /> Works. Mr. Fales noted, however, that the <br /> broad question of who should bear the costs <br /> of deterioration of streets during construction <br /> because of heavy hauling should also be con- <br /> sidered. <br /> Director of Public Works Addiego referred to a <br /> wall map of the Redwood Shores area describing <br /> the activities which have prompted his recom- <br /> mendation that the developer pay a portion of <br /> the cost of road repair, because heavy hauling in <br /> association with construction causes the damage. <br /> Mr. Addiego described the amount of fill and <br /> excavated material expected to be hauled in <br /> connection with anticipated development and <br /> the number of trips by five-axle vehicles in- <br /> volved, noting the resultant reduction in life <br /> of pavement. Mr. Addiego recommended that a <br /> policy be established requiring developers to as% <br /> pay a share of the cost of the streets being <br /> so used. He suggested that with regard to the <br /> subject appeal, specific amount of the share woof <br /> could be determined in discussion between staff <br /> and the developer, if continued use of the <br /> street for hauling will be allowed. <br /> In response to questions, Mr. Addiego acknowl- <br /> edged that the present road was designed by <br /> the engineer for the developer, that it was <br /> anticipated that trucks would use it in con- <br /> nection with prospective development and that <br /> it was approved and accepted by the City for <br /> public maintenance. <br /> Discussion followed and Mr. Addiego commented <br /> and replied to questions concerning circum- <br /> stances which might have existed 11 years ago; <br /> the fact that a separate hauling road was <br /> built for construction of the South Bayside <br /> System Authority (SBSA) facility; the fact <br /> that passenger cars do not affect the condition <br /> of the road to any extent; the heavy cost of <br /> maintaining roads used by heavy trucks; alter- <br /> nate routes available for hauling; the recent <br /> staff review of all Redwood Shores streets; <br /> what amount might be an equitable contribution <br /> from the developer; and whether or not the <br /> City has an existing hauling permit system. <br /> City Attorney Schricker pointed out that the <br /> City has a truck route permit procedure. <br /> Donald G. Warren, President, Redwood Shores, <br /> Inc., 350 Marine World Parkway, commended staff <br /> and the Planning Commission for their handling <br /> of the complex Area A Tentative Map.
