(continued) of his appeal letter appealing the condition <br /> and objecting to the principle of shifting a <br /> City maintenance burden to the private de- <br /> veloper, noting that the public street is <br /> being used for the use intended and was accepted <br /> for public maintenance. Mr. Warren objected to <br /> establishment of a condition of financial re- <br /> sponsibility by the developer for Redwood Shores <br /> Parkway after the road has been used, stating <br /> such a condition should have been imposed prior <br /> to the road being used so that developers would <br /> have had an opportunity to consider another <br /> route. Mr. Warren urged that the appeal be <br /> upheld. <br /> Lengthy discussion continued and Mr. Fales and <br /> Mr. Addiego commented and replied to questions <br /> regarding the basis for the 25% charge; the <br /> increasing cost of street maintenance and re- <br /> pair; that the intensity of hauling is unique <br /> in the area; that deterioration of streets is <br /> accelerated because of the hauling which will <br /> cause streets to have to be repaired sooner <br /> than expected when the streets were accepted <br /> for maintenance; that attention should be <br /> given to alternate routes with regard to future <br /> development of Redwood Shores; the need for <br /> means of recovery of some of the extraordinary <br /> costs of street maintenance; and the desire of <br /> staff to call Council attention to the problem <br /> ., regardless of the subject condition and appeal. <br /> Mayor Biagi invited anyone else present who <br /> soma wished to speak to do so. No one wished to <br /> speak. <br /> M/S: Leipzig/Stangel to close the public <br /> hearing. <br /> Carried unanimously and public hearing closed <br /> at 8:35 p.m. <br /> M/S: Stangel/Britschgi to uphold the appeal <br /> from the condition of approval by the Planning <br /> Commission of Tentative Map for Area A, <br /> Redwood Shores. <br /> The motion carried unanimously by voice vote. <br /> 1141141131-21—DER NO. 80-171 <br /> CLARIFICATION: City Attorney Schricker stated <br /> that the effect of the motion is to delete the <br /> street <br /> condition <br /> epairs toeRedwood1Shoreso for <br /> Parkway. <br /> Mayor Biagi pointed out for the record that up- <br /> holding the appeal does not represent a re- <br /> versal of a Planning Commission decision in <br /> this to ouncilnfortended <br /> decision. <br /> Reg.Mtg. <br /> 11/3/80 <br /> ,, Page 3 <br />
