(continued) and replied to questions relating to the his- <br /> tory of the fund; the jurisdiction with regard <br /> to its use; the possible intentions of the <br /> Port Board with regard to rehabilitation; the <br /> fact that berths are rented to both residents <br /> and non-residents; the fact that the Marina <br /> has never been self-supporting; the fact that <br /> it is now operated by the Port and is not a <br /> Park and Recreation facility; and that tenants <br /> and users should address the Board of Port <br /> Commissioners regarding any expenditure of <br /> funds. <br /> Charles Erskine, 43 Hilltop Drive, member of <br /> Sequoia Yacht Club and the Tenants and Users <br /> Association referred to paragraph six of the <br /> report of the Director of Finance of <br /> November 19, 1980, objecting to the statement <br /> that the Marina was established by the City as <br /> an enterprise to meet a need and should be <br /> operated in a profit mode. Mr. Erskine sug- <br /> gested the Marina should be operated as a <br /> Park and Recreation facility in a cost effec- <br /> tive manner with some user fees. He suggested <br /> there is discord between Port management and <br /> the Marina users. <br /> Discussion continued and Mr. Erskine, and Mr. <br /> *.0 Fales commented and replied to questions con- <br /> cerning the fact that residents may represent <br /> less than half of the users; whether the <br /> rwr Marina could be operated on user fees; the <br /> private nature of the Sequoia Yacht Club; <br /> whether gates are locked only for security; <br /> whether or not it is appropriate to address <br /> Council on a matter of Port jurisdiction; <br /> whether it is not more reasonable to have the <br /> Marina under the Port; that there is a need <br /> for a large truly public marina facility in the <br /> area; that proper charges were not made for the <br /> Marina as they have been for other City depart- <br /> ments; and that it is improper to circumvent <br /> the Port Commission. <br /> Bob Hills, 523 Sunset Way (unincorporated area) <br /> suggested users believe the funds being trans- <br /> ferred are theirs and should be returned to <br /> them through rehabilitation of the facilities, <br /> noting that maintenance has deteriorated since <br /> the Port took jurisdiction and that the Port <br /> Commission has said funds would be used for <br /> that purpose. <br /> City Attorney Schricker asked that the record <br /> show that the Board of Port Commissioners <br /> adopted the subject Concurrent Resolution <br /> numbered P-94 on November 20, 1980. <br /> Titles read.
