(continued) court procedures; whether policing is practical;
the nature of the appeal process; the fact that
penalties for failure to comply are those for
misdemeanors; the kinds of historic designations;
the manner in which buildings might be moved
in or out of an historic district; the kinds
of modification possible, including demolition;
the desire to retain flexibility in administer-
ing the ordinance; and the fact that the ordi-
nance is intended to be affirmative, setting
forth what can be done within limits.
Dennis L. Woodman, 111 Wellesley Crescent,
suggested that by making the penalty for viola-
tion a misdemeanor, the effect may be to make
criminals of citizens. He suggested that if
the City wants sites or buildings designated
"historic", then the City should purchase them
rather than require the property owner to make
any changes. Mr. Woodman suggested it would be
preferable to spend the money on a new police
squad car rather than enforcement of the pro-
posed ordinance.
Gladys Woodhams, 1018 Main Street, exhibited a
roll of names which she stated were signatures
of those supporting the proposed ordinance. In
response to question, Mrs. Woodhams advised that
the names of those who are not residents of
Redwood City were so designated. (Roll was not
filed.) She suggested certain funds will be
available from different sources to those who
wish to develop historic property and urged
Council to approve the ordinance.
Susan Merrill, 15 Meadow, Redwood City-Woodside
Sierra Club, offered that organization's
support of the proposed ordinance.
Lillian Falk, 217 Encina, Bonita Parlor, Native
Daughters of the Golden West, offered the
support of the NDGW for the proposed ordinance.
AMENDMENT: M/S: Biagi/Chandler to add to
Section 40.5(e) ", any such purchase to be ""
restricted to the use of non-City funds."
CLARIFICATION: Councilman Biagi advised that
by "non-City funds" he means normal operating
funds, not community development block grants
and other such funds or grants.
AMENDMENT TO AMENDMENT: M/S: Councilman
Norris/ to change the proposed amend-
ment so that the entire Section 40.5(e) reads
"Recommend to the City Council properties or
interests of historic significance that could
be purchased by public or private funds as they
may become available."
Reg.Mtg.
3/3/80
Page 3
wit
