x79
AGENDA (continued) ACTION TAKEN (continued)
REPORTS OF BOARDS AND COMMISSIONS REPORTS OF BOARDS AND COMMISSIONS
3. Legislative Committee Report No. 80-4 Councilman Stangel, member of the Legislative
Committee, reviewed the Committee report.
In response to question, City Attorney Schricker
advised that the City sets its own standards
for employees who inspect construction and does
not require state licensing, noting that the
original idea was to determine if those in the
private sector who wish to call themselves
construction inspectors were qualified.
In response to request of Councilman Leipzig,
•
and there being no objection, Mayor Rhodes
ordered that the recommendation relating to
"(3) Air Quality Planning Lead Agency" be con-
sidered separately.
M/S: Stangel/Bury to approve the recommenda-
tions contained in Legislative Committee Report
No. 80-4 relating to:
(1) Coastal Zone Housing - AB 2081
(2) State-Wide Initiative Procedures
Reorganization - ACA 58
(4) Peripheral Canal - SB 20
(5) Narcotics Paraphernalia - AB 1986 & AV 2046
(6) Registered Construction Inspectors - AB 1000 ,
(7) Mortgage Revenue Bonds - H.R. 5741
Carried unanimously by voice vote.
(MINUTE ORDER NO. 80-34)
Councilman Leipzig explained for the record
that as former San Mateo County Council of
Mayors representative to the Bay Area Air
Quality Management District, she would prefer
to support the recommendation of the State Air
Resources Board and have BAAQMC designated
"co-lead agency" with the Association of Bay
Area Governments (ABAG) for air quality plan-
ning, rather than have ABAG sole lead agency.
Councilman Leipzig observed that BAAQMD was
originally established to police air quality,
while ABAG has assumed a great deal of power
lirr in regional affairs.
Discussion followed concerning the fact that
ABAG now is the sole lead agency for air quality
planning; that ABAG represents broad Bay Area
county and city interests; that BAAQMD also
represents the Bay Area governments; and
whether any change is desirable at this time.
MIS: Bury/Chandler to approve the recommenda-
tion in Legislative Committee Report No. 80-4
relating to: (3) Air Quality Planning Lead
Agency (ABAG/BAAQMD).
The motion failed on the following tie roll
call vote.
Ayes: Councilmen Bury, Chandler, Stengel
Noes: Councilmen Biagi, Leipzig and Mayor
Reg.Mtg.
