Legislative Committee Report No. 80-4 Councilman Stangel, member of the Legislative <br /> Committee, reviewed the Committee report. <br /> In response to question, City Attorney Schricker <br /> advised that the City sets its own standards <br /> for employees who inspect construction and does <br /> not require state licensing, noting that the <br /> original idea was to determine if those in the <br /> private sector who wish to call themselves <br /> construction inspectors were qualified. <br /> In response to request of Councilman Leipzig, <br /> • <br /> and there being no objection, Mayor Rhodes <br /> ordered that the recommendation relating to <br /> "(3) Air Quality Planning Lead Agency" be con- <br /> sidered separately. <br /> M/S: Stangel/Bury to approve the recommenda- <br /> tions contained in Legislative Committee Report <br /> No. 80-4 relating to: <br /> (1) Coastal Zone Housing - AB 2081 <br /> (2) State-Wide Initiative Procedures <br /> Reorganization - ACA 58 <br /> (4) Peripheral Canal - SB 20 <br /> (5) Narcotics Paraphernalia - AB 1986 & AV 2046 <br /> (6) Registered Construction Inspectors - AB 1000 , <br /> (7) Mortgage Revenue Bonds - H.R. 5741 <br /> Carried unanimously by voice vote. <br /> (MINUTE ORDER NO. 80-34) <br /> Councilman Leipzig explained for the record <br /> that as former San Mateo County Council of <br /> Mayors representative to the Bay Area Air <br /> Quality Management District, she would prefer <br /> to support the recommendation of the State Air <br /> Resources Board and have BAAQMC designated <br /> "co-lead agency" with the Association of Bay <br /> Area Governments (ABAG) for air quality plan- <br /> ning, rather than have ABAG sole lead agency. <br /> Councilman Leipzig observed that BAAQMD was <br /> originally established to police air quality, <br /> while ABAG has assumed a great deal of power <br /> lirr in regional affairs. <br /> Discussion followed concerning the fact that <br /> ABAG now is the sole lead agency for air quality <br /> planning; that ABAG represents broad Bay Area <br /> county and city interests; that BAAQMD also <br /> represents the Bay Area governments; and <br /> whether any change is desirable at this time. <br /> MIS: Bury/Chandler to approve the recommenda- <br /> tion in Legislative Committee Report No. 80-4 <br /> relating to: (3) Air Quality Planning Lead <br /> Agency (ABAG/BAAQMD). <br /> The motion failed on the following tie roll <br /> call vote. <br /> Ayes: Councilmen Bury, Chandler, Stengel <br /> Noes: Councilmen Biagi, Leipzig and Mayor <br /> Reg.Mtg.
