7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> March 23, 2015 <br /> SUBJECT <br /> Replacement of 42-inch Steel Discharge Pipe at Seaport Centre Storm Water Pump <br /> Station <br /> RECOMMENDATION <br /> Approve by motion the replacement of the Seaport Centre Storm Water Pump Station <br /> 42-inch Discharge Pipe, and authorize the City Manager to award a contract to Pump <br /> Repair Service Co., of San Francisco, CA, in the base amount of $187,250 including an <br /> additional contingency of 10%. <br /> BACKGROUND <br /> The Seaport Center Storm Pump Station services the Seaport Centre Business Park. <br /> The pump station discharges directly into Redwood Creek and is essential to remove <br /> storm water in the area. The Pump Station was built in 1984 and the discharge header <br /> manifold (which conveys storm water from each pump within the station to the creek) <br /> has reached the end of its useful life. <br /> ANALYSIS <br /> The discharge pipe is an essential component to the effective and efficient operation at <br /> the Seaport Centre Storm Pump Station. If the pipe fails, water will not be conveyed <br /> through as designed and could result in flooding in the Seaport Centre area and/or <br /> inadequate pumping effectiveness and efficiency. <br /> The following two companies are known to staff to perform the work and were invited to <br /> bid on the project: <br /> • Pump Repair Services Co., Daly City, CA <br /> • E & M Electric, San Francisco, CA <br /> Additionally, the City published two notices inviting bids in the Daily News first on <br /> October 4, 2014 and again on November 14, 2014 after no bids were received from the <br /> first request. Upon the second request the City received one bid from Pump Repair <br /> Service Co. <br /> Pump Repair Service Co. has been in business since 1941 performing similar projects <br /> for Redwood City and other public agencies throughout the Bay Area. <br />
