06/07/2004 <br />G. Emergency Access Impacts <br />Potential Impact: The Project may conflict with RCFD standards for road <br />design as further described in Impact 10 -7. Until tentative maps are available for <br />review, the existence of this conflict cannot be assessed. <br />Mitigation: The City shall review and approve any proposed subdivision <br />map for the Project, and the applicant shall demonstrate to the City's satisfaction that <br />the Project complies with all applicable City and RCFD road design and emergency <br />access standards or such alternative standards as the City may determine are feasible <br />and will not impair emergency response. <br />Findings: The mitigation measure identified above is feasible and <br />reduces the potentially significant environmental impact described above to a less -than- <br />significant level. <br />H. Parks and Recreation Services Impacts <br />Potential Impact: The Project will increase demand for local parks and <br />recreational services; approximately 6.8 acres of additional improved parkland or other <br />equivalent area would be required to maintain the City's current ratio of 1.7 acres of <br />parkland per 1,000 residents (Impact 10 -8). <br />Mitigation: The Parks, Recreation and Community Services <br />Development Strategic Plan (the "Strategic Plan ") referred to in the FEIR as being <br />formulated by the City has not been adopted prior to this resolution and the City has <br />determined that under the circumstances, the requirements of the Strategic Plan shall <br />not apply to the Project. The Precise Plan for the Project reflects relevant City <br />departments' determination of the standards by which to evaluate the project applicant's <br />plans for parks and recreation services. Applying those standards, the conventional <br />parks, esplanades, marina and other park areas within the Project are equal to a ratio of <br />at least 1.9 acres per thousand anticipated residents —the existing ratio of parkland <br />within the City with Redwood Shores excluded (Mitigation 10 -8). <br />Findings: Application of the Precise Plan requirements to the Project is <br />feasible and reduces the potentially significant impact on availability of parkland and <br />park and recreation services described above to a less- than - significant level. <br />I. Solid Waste Diversion Impacts <br />Potential Impact: The Project may fail to meet state - mandated <br />requirements for solid waste stream diversion. Site and project plans developed to date <br />do not provide enough detail to determine if adequate recycling provisions have been <br />included in the Project design (Impact 10 -9). <br />Mitigation: The final architectural design for the Project shall include <br />chutes for recyclable materials immediately adjacent to the garbage chutes or at other <br />suitable locations approved by the City in the residential towers.
