IDENTIFIED IMPACT <br />frontage. Construction of the proposed project <br />could result in insufficient right -of -way width <br />along Bair Island Road to accommodate such <br />facilities. This effect would represent a <br />significant impact. <br />Impact 7 -10: Project Condition Emergency <br />Access Impact. During an emergency <br />evacuation of the Bair Island Road area with <br />the proposed project at full occupancy, <br />volumes on Bair Island Road, East Bayshore <br />Road, and Whipple Avenue (near the project <br />site) could be expected to exceed roadway <br />capacities, resulting in LOS F operations. <br />This effect would represent a significant <br />impact. A sensitivity analysis has been <br />conducted to determine how many new <br />project residential units could be developed in <br />the Bair Island Road area before the <br />Blomquist Street Extension would be needed <br />to maintain adequate emergency access. The <br />results of the analysis (available for review at <br />the City of Redwood City Community <br />Development Services Department, City Hall, <br />1017 Middlefield Road) indicate that the <br />existing roadway has the capacity to <br />accommodate 750 new dwelling units before a <br />secondary access would be needed to <br />accommodate the assumed emergency <br />scenario. <br />Secondary Impact 7 -10A: Project - Related <br />Secondary Impact of the Blomquist <br />Extension (Mitigation 7 -10) on the <br />Blomquist Street/Maple Street Intersection. <br />With completion of the Blomquist Street <br />Extension, the Blomquist Street/Maple Street <br />intersection would be expected to operate at <br />LOS D during the AM peak hour and LOS F <br />during the PM peak hour under Background <br />Conditions. With the addition of the project <br />traffic, operations at the intersection would be <br />expected to degrade to LOS F during both the <br />RELATED MITIGATION MEASURE <br />(CONDITION OF APPROVAL) <br />preclude future construction of adequate <br />bicycle facilities in the area and this impact <br />would be reduced to a less -than- <br />significant level. <br />Mitigation 7 -10. The extension of <br />Blomquist Street over Redwood Creek to <br />the East Bayshore Road/Bair Island Road <br />intersection is currently planned by the City <br />and partially funded. The Blomquist Street <br />Extension over Redwood Creek would <br />reduce this potential emergency access <br />impact to a less - than- significant level- -i.e., <br />would provide sufficient emergency access <br />to the Bair Island Road area with full <br />buildout of the proposed project. <br />This additional access is also expected to <br />change local vehicular travel patterns and <br />the assignment of project- generated traffic, <br />resulting in a potentially significant <br />secondary project Impact at the Blomquist <br />Street/Maple Street intersection (see <br />Secondary Impact 7 -10A which follows). <br />Secondary Mitigation 7 -10A. To mitigate <br />project - related secondary traffic impacts at <br />the Blomquist Street/Maple Street <br />intersection: (a) the intersection shall be <br />four -way stop - controlled; and (b) the <br />northbound approach shall be widened to <br />include a dedicated left turn lane and a <br />shared through /right -turn lane. With these <br />improvements, the intersection is expected <br />to operate at LOS C during the AM and PM <br />peak hours under Project Conditions. <br />Legend.
