The former use of the Property as Marine World /Africa <br /> USA has been relocated to another location in the Bay Area . The <br /> City encourages an alternate use of the Property compatible with <br /> surrounding residential commercial , office and recreational uses . <br /> To this end , the City desires the Property to be developed as <br /> envisioned by the Project . <br /> D . The Property is located within the boundaries of <br /> General Improvement District No . 1 - 64 ( " District " ) , a General <br /> Improvement District in the City which was created for the <br /> purpose of financing and constructing various public facilities <br /> to service the properties within the District . City acknowledges OD <br /> that development of the Project will require substantial <br /> financial commitments and expenditures by Developer , especially <br /> CD <br /> in the initial phase , and that the ultimate return on Developer ' s <br /> investment in the Property can only be realized upon full <br /> development of the Project . In addition to assurances by the <br /> City that such full development will not be jeopardized by later <br /> changes in land use or other regulation , Developer requires <br /> certain other assurances from the City concerning the <br /> availability of certain public resources . <br /> E . Numerous public benefits will be derived from the <br /> Project when fully developed . These benefits include public <br /> access to pedestrian /bicycle pathways and related amenities along <br /> the Belmont Slough and interior lagoons ; the long- term <br /> 2 <br />
