Substantial completion shall mean the completion of construction of Cable System plant miles exceeding ninety-finro and one-half percent (92.5%) of the total cable-miles to be constructed, and the offering of Cable Service to at least ninety-two and one-half percent (92.5%) of the residences within the City. Satisfying this threshold shall not relieve Grantee of the obligation of Section 4.1 herein to provide Cable Service throughout the entire City. The percentage of completion shall be the ratio of completed miles of plant to the total plant miles to be constructed. As of the date of this Agreement, Grantee estimates that there will be approximately two-hundred seventeen (217) linear plant miles to be constructed in the City, of which one hundred forty-seven (147) will be aerial, and seventy (70) will be underground. (d) It is currently Grantee's intent to utilize an interactive "fiber optics to the service area" design in which optical fiber delivers signals from a central hub to nodes. The nodes shall interFace the optical fiber with interactive coaxial cables which distribute signals to Cable System Subscribers, and the node shall also serve as input-output points for interconnection to public buildings and businesses. (e) Grantee agrees that all Cable System passive nefinrork devices, including splitters and directional taps, shall be installed in vaults that shall be flush to grade.
