7.3.A. - Page 2 <br /> Relocation Planning Process <br /> The City will support the relocation of the residents at 1606 Middlefield to allow for the <br /> land's development for park purposes. As called for in the September 8 report to <br /> Council, staff has hired a relocation consulting firm, Autotemp, to provide assistance to <br /> the tenants and to develop a relocation plan that sets forth the benefits, rights and <br /> process associated with relocation. In October 2014, Autotemp first met with the <br /> residents at 1606 Middlefield to learn about their housing needs, provide information <br /> and answer questions. In November, each resident received a Notice of Eligibility and <br /> Conditional Entitlement (NOE) that outlined the support services that would be provided <br /> as well as the potential amount of financial assistance for replacement housing and <br /> moving expenses. <br /> In light of the poor physical condition of the house and the expressed interest of some <br /> tenants to relocate as soon as possible, Autotemp began providing referrals for <br /> comparable housing. As of the writing of this staff report, two tenants have already <br /> found a new place to live and have been provided benefits in accordance with the NOE <br /> and the attached 1606 Middlefield Road Relocation Plan, which is now presented for <br /> adoption by the City Council. <br /> Primary Components of the Relocation Plan <br /> The proposed Relocation Plan sets forth the policies and procedures necessary to <br /> conform to the Federal and State statutes and regulations that pertain to residential <br /> displacements. The components of the Relocation Plan include: <br /> • The process for assessing each tenant's current housing accommodations <br /> and needs, which took into consideration rental and income information, proximity <br /> needs, special considerations, housing preferences, and other relevant factors. <br /> • Autotemp's survey of available replacement housing options, which sought to <br /> identify appropriate units that are comparable to the 1606 Middlefield <br /> accommodations (a rented bedroom in a shared residence) and determined that an <br /> adequate number of market-rate units were available to meet the potential needs of <br /> the tenants. <br /> • A description of Autotemp's services to help each tenant find a new home, which <br /> include providing continual referrals to available residential dwellings, explaining the <br /> relocation process and helping tenants apply for benefits. <br /> • The method for calculating replacement housing benefits, which is based on the <br /> difference over a 42 month period between the amount the tenant must pay for a <br /> comparable replacement dwelling and the lesser of his/her rent and estimated <br /> utilities at 1606 Middlefield or 30% of his/her gross monthly household income. <br /> • The policy by which tenants can appeal the City's determination as to the <br /> relocation process, which establishes the steps and timeframes for appeal, and <br />
