7.3.A. - Page 3 <br /> incorporates Title 25 of the California Code of Regulations with modifications to <br /> allow for an optional informal review by the City's project manager and a formal <br /> review and consideration by an appeals officer appointed by the City Manager. <br /> • Estimated relocation costs, which are anticipated to total $105,000 for the four <br /> tenants. <br /> Relocation Plan Review Period <br /> On January 14, 2015, the draft 1606 Middlefield Road Relocation Plan was provided to <br /> each of the property's tenants for their review and comment and was also posted in City <br /> Hall. As required by law, a 30-day review period followed, with a deadline of February <br /> 16 for the receipt of comments. No comments were submitted. <br /> Next Steps <br /> Relocation Process <br /> As stated above, Autotemp has already begun assisting the tenants and two of the four <br /> residents have moved to new housing and received benefit payments. Referrals and <br /> assistance continue to be provided to the remaining two tenants. If the Relocation Plan <br /> is approved by the City Council, the City can proceed with issuing a 90-day notice to the <br /> remaining tenants, at which point they will be required to move. <br /> Park Expansion <br /> If Council approves the use of the property for park purposes, staff will undertake the <br /> process for clearing of the site and design of the park. As part of this process, staff will <br /> conduct community outreach and will return to Council for project approval and any <br /> other actions as may be necessary to facilitate use of the City property for park <br /> purposes. <br /> ALTERNATIVES <br /> The City Council could direct staff to explore alternative uses for the property. Council <br /> could direct staff and the consultant to make revisions to the Relocation Plan as <br /> appropriate and consistent with relevant statutes and regulations. <br /> FISCAL IMPACT <br /> When Council authorized purchase of the property at 1606 Middlefield Road, a project <br /> budget of $550,000 was established, funded by the Park Impact Fee fund, to cover the <br /> costs of property acquisition, site preparation and relocation of the property's tenants. <br /> The actual benefit payment for the relocation of each tenant is based on the difference <br /> between the housing cost at 1606 Middlefield and the cost of a comparable replacement <br /> dwelling when the tenant moves. In addition, there is an allowance for moving <br /> expenses. At this time, the estimated total cost of relocation is $105,000. Depending <br /> on the ultimate cost of the total project, an additional appropriation from the available <br /> balance in the Park Impact Fee Fund may be necessary. <br />
