The historic setting of this part of El Camino Real has greatly changed since the building was <br /> constructed in 1929, as shown above. Built during an era of scattered low-rise roadside <br /> businesses, this section of El Camino Real has witnessed the growth of single-story and multiple- <br /> story commercial buildings, multiple-story residential buildings, and large commercial shopping <br /> centers with surface parking lots, including the Sequoia Station and the Whole Foods grocery <br /> stores, both 1-1/2 blocks north of The Record Man. Recent developments along El Camino Real <br /> have increased density and height of buildings. Nonetheless, in 2010 The Record Man was <br /> deemed eligible as a historic resource with the greatly altered historic setting. The setting has <br /> changed and is expected to change further. The Downtown Precise Plan anticipated and <br /> encourages such development. This includes: <br /> ...traffic improvements, formal rows of trees,widened sidewalks, decorative <br /> pedestrian-scaled lighting, and attractive street furniture...walkable, mixed-use <br /> boulevard, new investment will gradually replace the older commercial strip <br /> development with residential buildings (as well as office and lodging uses, civic- <br /> scale entrances and grand-scale first floor facade composition... <br /> The development that occurred during the 20th century greatly changed the historic setting. <br /> Given that the historic setting of the building was already greatly changed before the building <br /> was designated a historic resource,the development of the project will also not affect the setting <br /> of 1322 El Camino Real. <br /> In any case,the resource retains the other six aspects of integrity, including those most important <br /> for buildings: location, design,materials, and workmanship. Thus even if the project causes a <br /> loss of setting, which it does not, the project would not affect the other six aspects of integrity <br /> and will not have "a substantial adverse change in the significance of an historical resource." <br /> Therefore, the project has no impact on the significance of the historical resources at 1322 El <br /> Camino Real and will not have a substantial adverse change under CEQA. The historic property <br /> will still be eligible for listing on the California Register of Historical Resources after completion <br /> of the project. <br /> 18 <br />
