7.1.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> April 27, 2015 <br /> SUBJECT <br /> Award of Contract - Brewster Avenue Pedestrian Improvements Project <br /> RECOMMENDATION <br /> By motion: <br /> 1. Approve the contract documents and award the standard form construction <br /> contract (Section 00520) for the Brewster Avenue Pedestrian Improvements Project <br /> to Golden Bay Construction, Inc. of Hayward, for their responsive and responsible <br /> low bid of $1,501 ,076 and authorize the City Manager to increase the contract <br /> amount, if necessary, up to 10% above the original contract amount. <br /> 2. Confirm the determination that the Project is exempt from the provisions of <br /> CEQA. <br /> BACKGROUND <br /> Certain segments of Brewster Avenue carry both a significant volume of automobile <br /> traffic and a significant amount of pedestrian activity. The pedestrian activity is mostly <br /> related to the nearby schools. Due to this, residents around Brewster Avenue, <br /> particularly in the vicinity of Sequoia High School, have expressed concerns about the <br /> traffic conditions and the difficulty posed to people walking across Brewster Avenue. <br /> With support from the City's bicycle and pedestrian working group and Sequoia High <br /> School, the City applied for and was awarded a grant from the San Mateo <br /> Transportation Authority ($734,000 from Measure A — Pedestrian and Bicycle Program). <br /> The grant allows for the design and construction of pedestrian improvements on <br /> Brewster Avenue between Fulton Street and Arch Street, and on Broadway between <br /> Brewster Avenue and Arch Street (see attached Location Map). <br /> The proposed improvements were planned and designed with support and input from <br /> the community collected at two neighborhood meetings held last year, and several <br /> discussions with the high school. A pilot project on the same segment was <br /> implemented last year in order to test the effectiveness of the improvements, and to get <br /> neighborhood feedback. The pilot project included a lane reconfiguration to increase <br /> pedestrian and bicycle safety. The new lane configuration has been in place for almost <br /> one year and has been functioning well. So far, the City has received only positive <br /> feedback on the new configuration. <br /> In accordance with City requirements, the City recently completed the advertising and <br />
