7.1.A. - Page 2 <br /> bidding process to construct the permanent pedestrian improvements. The following <br /> reports outlines the scope and results of this bidding process, as well as the <br /> recommendation for moving forward with the contract and project. <br /> ANALYSIS <br /> Consistent with the City's complete streets goals, this project will increase pedestrian <br /> safety via the following improvements: <br /> • Corner extensions/bulb-outs at seven intersections to shorten the crossing <br /> distance and therefore the time a person walking across the street will be <br /> exposed to moving traffic. <br /> • Pedestrian median refuges will be installed at two intersections. <br /> • Accessible curb ramps will be constructed at all intersections. <br /> • All the pedestrian roadway markings and signing will be updated to current <br /> standards. <br /> • Accessible pedestrian signals will be installed at the Brewster/Broadway <br /> intersection. <br /> • Several sections of uneven sidewalk will be replaced. <br /> • The roadway pavement within the limits of the project is due for resurfacing, <br /> therefore a pavement overlay has been incorporated into the scope of the <br /> project. <br /> The City is now ready to begin the construction phase of work, following completion of <br /> the advertisement and bidding process. Five (5) bids were received by the bid deadline <br /> on March 19, 2014. The bid amounts are summarized below. <br /> Bidder Bid Amount <br /> Golden Bay Construction, Inc. $1 ,501,076 <br /> Interstate Grading & Paving, Inc. $1 ,608,100 <br /> Granite Rock Company $1 ,665,700 <br /> O'Grady Paving, Inc. $1 ,745,685 <br /> Mitchell Engineering $1 ,748,065 <br /> Engineer's Estimate $1 ,533,825 <br /> The low bid was determined based on the Total Base Bid. The total base bid of <br /> $1,501 ,076 from Golden Bay Construction, Inc. is approximately 2% lower than the <br /> engineer's estimate of $1,533,825 for the cost of construction. Based upon the bids <br /> received, staff believes that the low bid of $1,501,076 is reasonable and responsive, <br /> and recommends awarding the contract to Golden Bay Construction, Inc. <br /> Construction is anticipated to begin in late spring/early summer 2015, with the portions <br /> of work impacting the high school to be scheduled around the summer break. <br />
